Presidential Leadership Council Decree No. (3) Revoking Membership of Faraj Salemeen Al-Buhsani

Today, Thursday, the Presidential Leadership Council issued Decree No. (3) of 2026 revoking the membership of Faraj Salemeen Al-Buhsani from the Presidential Leadership Council.

The text of the decree as follows:

The Presidential Leadership Council,

- After reviewing the Constitution of the Republic of Yemen;

- The Gulf Initiative and its Executive Mechanism;

- The Declaration of the Transfer of Power issued under Decision No. (9) of 2022 and the formation of the Presidential Leadership Council;

- The Law Regulating the Rules of Procedure of the Presidential Leadership Council, the Consultation and Reconciliation Commission, and the Legal and Economic Teams, Law No. (119) of 2025;

- And based on the established breach by Council member Faraj Salemeen Al-Buhsani of the principle of collective responsibility, and his violation of constitutional and legal duties and obligations, pursuant to the following grounds:

First: Exploiting his constitutional position to provide political and legal cover for unlawful military movements carried out by the so-called dissolved Southern Transitional Council. He did so by justifying the mobilization and deployment of forces affiliated with the council from outside Hadhramaut Governorate. These actions were aimed at attacking the governorate and its civilian, military, and private institutions, as evidenced by a video recording dated 2 December 2025. This constitutes an armed rebellion outside the framework of the state and its legitimate institutions.

Second: Challenging sovereign decisions issued by the Presidential Leadership Council and obstructing efforts to unify military and security forces under the Ministries of Defense and Interior. This constitutes an explicit violation of the Declaration of the Transfer of Power and the Riyadh Agreement, and amounts to a grave breach of the constitutional obligations incumbent upon the President and members of the Presidential Leadership Council.

Third: Endorsing unilateral measures led by the accused Aidarous Al-Zubaidi, who has been referred to the Public Prosecutor for committing serious acts undermining the unity of the state and the integrity of its territory, including armed rebellion and the dismantling of state institutions in the governorates of Hadhramaut and Al-Mahrah. This constitutes a clear violation of the sovereign duties and national responsibilities associated with membership of the Presidential Leadership Council.

Fourth: Undermining regional and international efforts aimed at de-escalation and the protection of civilians, including the rejection of mediation, de-escalation initiatives, and southern dialogue efforts, and calling for the transfer of such efforts outside the agreed framework of sponsorship.

Fifth: Misuse of constitutional title by leveraging his membership in the Council to issue statements outside the official position of the state. Thereby creating confusion among local and international public opinion and causing harm to the credibility of the state and its national, regional, and international commitments.

Whereas the cumulative effect of these actions has contributed to undermining national unity, targeting state institutions, and threatening the security of neighboring countries, in a manner that serves the enemies of the state, foremost among them the Houthi terrorist militias backed by the Iranian regime and allied terrorist organizations,

- And based on the establishment of a case of permanent health incapacity affecting Faraj Salemeen Al-Buhsani, rendering him unable to perform his duties, and his exploitation of this condition to obstruct the work of the Council, coupled with repeated lapses in institutional communication during critical periods when the state was facing serious security escalation,

It is hereby decided:

1. To revoke the membership of Faraj Salemeen Al-Buhsani in the Presidential Leadership Council.

2. This decision shall take effect as of the date of its issuance and shall be published in the Official Gazette.
