PLC President: Decision to End Houthi Terrorism Is in Force and Irreversible
Aden
President Dr. Rashad Al-Alimi, President of the Presidential Leadership Council (PLC), affirmed that “Dawn of Yemen” Operation is proceeding toward its ultimate goal of ending the coup by the Iranian-backed Houthi terrorist militias, restoring state institutions, and placing weapons and decisions of war and peace exclusively in the hands of the state’s constitutional institutions. He stressed that this decision is now in force and irreversible, regardless of the sacrifices involved.
In an address to the Yemeni people marking the 63rd anniversary of the glorious October 14 Revolution, President Al-Alimi said the Armed Forces had performed commendably since the launch of the operation. He added that temporary changes on the ground would not deter the state from fulfilling its responsibilities to end the threat posed by the militias, with the support of Yemen’s brothers and friends.
The PLC President reaffirmed the Council’s commitment to the just cause of the South. He expressed support for the outcomes of the South-South dialogue under the auspices of the Kingdom of Saudi Arabia. With a view to reaching a fair and comprehensive solution that addresses past grievances, respects the will of the people, and guarantees rights, partnership, and a secure future for all.
President Al-Alimi praised the sacrifices made by people in the southern governorates in defense of the state-building project and the republican system. He also commended the role played by Aden and the southern governorates in defeating the Houthi militias. He paid tribute to the ongoing sacrifices of the heroes of the Giants Brigades, the Homeland Shield Forces, and other military and security units, as well as the Popular Resistance, particularly in supporting the besieged governorate of Taiz.
The President stressed that the Houthi threat is not confined to any particular governorate or region. Rather, it threatens the security, freedom, and future of Yemenis in both the North and the South. He emphasized that developments in Taiz and Marib cannot be separated from the security of Aden, Hadhramout, and the other governorates. Protecting the South’s security and stability, safeguarding the rights of its people, and supporting their aspirations are integral to the national responsibility.
President Al-Alimi explained that “Dawn of Yemen” Operation was launched after all opportunities for de-escalation had been exhausted and the Houthi militias persisted in waging war and expanding their attacks on cities, villages, neighboring countries, and international waterways.
He noted that the operation’s core objectives are to restore state institutions, protect citizens, and end the coup. It also seeks to return weapons and decisions of war and peace to the exclusive authority of the state and its constitutional institutions. This would ensure the rule of law and prevent any armed group from usurping the will of the people or threatening the security of neighboring countries and international shipping lanes.
The PLC President spoke at length about the dangerous developments in Taiz. He affirmed that the state would continue to deploy all available resources to protect the governorate, reopen its roads, and alleviate the suffering of its residents. He also expressed confidence in the resilience of the people of Taiz and the determination of the Armed Forces, security personnel, and Popular Resistance fighters.
The President announced that directives had been issued to the government, local authorities, and all relevant agencies to mobilize available resources to address urgent humanitarian needs in Taiz. These efforts will include providing food and medicine, assisting displaced people and affected families, securing the delivery of supplies, and reopening vital roads.
In a message to citizens in areas under Houthi control by force, the PLC President stressed that they are not targets of “Dawn of Yemen” Operation. On the contrary, their security, rights, and dignity are among its foremost objectives. He urged them to protect their children from recruitment campaigns and prevent them from being drawn into the militias’ wars. He also called on them to stay away from military sites and areas of clashes and to take advantage of the announced safe-return and amnesty arrangements, in accordance with the applicable legal provisions.
President Al-Alimi condemned Houthi attacks on the Kingdom of Saudi Arabia, particularly the attack targeting King Khalid International Airport, which resulted in civilian casualties and injuries among Umrah pilgrims of various nationalities. He also denounced attacks on civilian and vital infrastructure that threatened the security of the holy sites.
The President emphasized that Saudi Arabia’s security and stability are closely linked to Yemen’s security and the interests of its citizens. He stressed that any attack on the Kingdom’s security and civilian facilities constitutes an attack on the vital interests of the Yemeni people and the stability of the entire region.
President Al-Alimi renewed the Yemeni people’s profound gratitude to their brothers in the Kingdom of Saudi Arabia, under the leadership of his brother, the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud, and His Royal Highness Prince Mohammed bin Salman bin Abdulaziz, Crown Prince and Prime Minister, for their steadfast support for the Yemeni people, national institutions, and armed and security forces.
He praised Saudi support for state institutions, the national economy, and the general budget, as well as its contributions to maintaining the regular payment of salaries. He praised Saudi the provision of public services, assisting affected people, clearing landmines, rehabilitating facilities, and implementing development and reconstruction projects.
The President also highly appreciated the royal directives to regularize the status of Yemenis residing in the Kingdom unlawfully. He described the move as a humanitarian initiative affecting the lives of millions of citizens and reflecting the depth of the fraternal ties and shared interests between the two countries and their peoples.
President Al-Alimi said the October Revolution was not merely a milestone in ending colonial rule. It also marked the beginning of a project to establish a modern civil state, build institutions, expand education, and strengthen women’s participation in national and social life.
He noted that the September 26 and October 14 revolutions embodied the Yemeni people’s determination to achieve freedom and dignity and establish a state whose legitimacy derives from the people and whose rights are protected by the rule of law.
The President stressed that today’s historic responsibility extends beyond ending the war to addressing the underlying causes that have perpetuated it. It also entails building a state in which weapons cannot be used to impose faits accomplis by force and in which no individual or group can place its will above that of the people or the rule of law.
