PLC Warns Against Espionage and Cooperation with Houthis, Orders Pursuit of Those Involved
Aden
The Presidential Leaderships Council (PLC) has affirmed that espionage on behalf of the terrorist Houthi militias, financing their activities, or providing them with any form of support constitutes a crime punishable by law.
The Council stressed that the state would deal firmly with anyone proven to be involved in acts targeting the country’s security and sovereignty. This also applies to acts that undermine the capabilities of the armed forces and security services, in accordance with the Constitution and applicable laws.
In a statement issued today, the Council directed the security and military agencies and relevant judicial authorities to take urgent legal action against those involved in such crimes. It also called for stronger measures to protect the domestic front, state institutions, and national defense secrets.
The Council warned that the penalties prescribed for certain crimes against state security include the death penalty. It emphasized that no official or military position, nor any degree of influence, grants immunity from legal accountability.

- Having considered Law No. (1) of 2010 on combating money laundering and terrorist financing, as amended by Law No. (17) of 2013;
And National Defense Council Resolution No. (1) of 2022, designating the Houthi coup militias as a terrorist organization;
In fulfillment of the Council’s national and constitutional responsibility to protect the Republic of Yemen, safeguard its sovereignty and independence, defend its republican system and constitutional institutions, and ensure the security of citizens and the safety of the armed forces and security services;
In light of the confrontation waged by our people and armed forces against the terrorist Houthi coup militia, which is supported by the Iranian regime;
In recognition of the immense sacrifices made by martyrs, wounded personnel, and those stationed on the front lines in defense of the homeland;
And in reaffirmation of the importance of protecting the domestic front, thwarting attempts to infiltrate state institutions, and preventing damage to the country’s defense and security capabilities;
Hereby declares the following:
First: The Council affirms that espionage on behalf of the terrorist Houthi militia, assisting it, financing its criminal activities, facilitating its operations, and supplying it with information or resources that enable it to attack the state, citizens, or the armed forces and security services are acts that entail full legal accountability. Such accountability shall be determined in accordance with the nature of the acts committed and the applicable legal classifications and offenses under the Constitution and the law.
Second: The Council calls on all citizens and personnel of state agencies and institutions to cooperate with the relevant authorities and immediately report any incidents or information relating to these crimes through official channels.
It directs the competent authorities to facilitate the receipt of reports and take the necessary measures, in accordance with the law, to protect informants and witnesses and ensure the confidentiality of their information.
Third: The Council directs security and military agencies and judicial police officers, each within their respective jurisdictions, to take prompt action in response to incidents supported by credible evidence. They are to collect and preserve evidence and take the legally prescribed measures under the supervision of the competent prosecution authorities.
The Council also calls on the Public Prosecution and Military Prosecution, each within its legal jurisdiction, to initiate and complete investigations without undue delay and refer those against whom sufficient evidence exists to the competent courts.
Fourth: The Council stresses that national legislation prescribes severe penalties for crimes against state security and independence, undermining the armed forces, disclosing national defense secrets, aiding the enemy, and engaging in espionage on behalf of a hostile state that supports a terrorist militia. Such penalties include the death penalty.
The state will act firmly, in accordance with the Constitution and the law, against anyone proven to have participated in criminal acts targeting the country’s security and independence, weakening its defenses, or aiding the enemy.
Fifth: The Council warns anyone who exploits their official, military, or security position, or their influence or resources, to serve the terrorist Houthi militia, enable it to commit crimes, or undermine national defense.
It affirms that no status, position, or influence exempts anyone from legal accountability. Legal action will be taken against all those for whom grounds for such action are established.
Sixth: The Council commends the efforts of the armed forces and security services in protecting citizens and consolidating security and stability in the liberated governorates. It reiterates its confidence in their personnel and the sacrifices they continue to make in defense of the Republic.
The Council directs the relevant authorities to raise their level of vigilance and coordination, strengthen the protection of vital facilities and sites, safeguard information and national defense secrets and counter infiltration attempts. It directs the relevant authorities to provide the necessary resources to enable the competent authorities to perform their duties in accordance with the law.
Seventh: The Council affirms that the state will firmly confront every criminal act targeting the Republic, the country’s sovereignty, or the security of its citizens. It will continue to pursue those responsible and enforce judicial rulings issued against them in accordance with the law.
The sacrifices of the martyrs, wounded personnel, and those stationed on the front lines will remain a trust borne by all and a driving force behind continued efforts to restore state institutions and achieve security, stability, and peace.
May God have mercy on our martyrs and grant them eternal peace.
We wish our wounded heroes a speedy recovery.
Victory to the Republic, and may Yemen enjoy security and stability.
May Allah grant success.
