Presidential Council Reviews PM’s Progress Report and Welcomes UN Experts’ Report

The Presidential Leadership Council held a meeting today Sunday, chaired by President Dr. Rashad Mohammed Al-Alimi. Council members Sultan Al-Aradah and Dr. Abdullah Al-Alimi attended in person, while Abdulrahman Al-Mahrami and Othman Mujalli joined via videoconference. Members Aidaroos Al-Zubaidi, Tariq Saleh, and Faraj Al-Buhsani were absent with excuse.

The Council discussed local developments at all levels, focusing on economic and service-related updates. It also reviewed progress in the comprehensive reform agenda supported by regional and international partners.

Prime Minister Salem Saleh bin Buraik delivered an extensive briefing on the implementation of Presidential Council Resolution No. (11) of 2025, related to the priority of economic reforms, the steps taken to address weaknesses in public revenue collection, and the degree of compliance by relevant institutions at the central and local levels.

The Council reaffirmed its full support for the government and the Central Bank in implementing comprehensive reforms. It emphasized the need to maintain financial and monetary stability, uphold transparency and accountability, fulfill the state’s essential obligations, and strengthen trust with donors.

The Council stressed the importance of collective work and full adherence to the economic and financial reform matrix. It highlighted anti-corruption measures as key to improving conditions in liberated areas and mobilizing all efforts in the national struggle to restore state institutions and end the suffering of the Yemeni people.

The Council praised the tangible progress achieved so far in the economic and financial reform track. It directed the government to take the necessary measures to continue implementing the reform matrix and related recommendations, ensuring that the state receives all its sovereign revenues.

The Council also expressed deep appreciation for the continued support from Saudi Arabia and the United Arab Emirates for the recovery plan and reform program, and for their development and humanitarian interventions at all levels.

It further welcomed the steps taken by Saudi Arabia to expedite the transfer of the first and second tranches of its generous grant to the state budget. These funds enabled the government to accelerate the payment of salaries for civilian and military employees, giving priority to the families of martyrs and the wounded in recognition of their sacrifices.

In another context, the Council welcomed the UN Security Council’s Resolution to renew the mandate of the UN Panel of Experts on Yemen. It said the renewal strengthens efforts to deter violations committed by the terrorist Houthi militia, which undermine the security and stability of Yemen and the region.

The Council particularly commended the findings of the International Panel of Experts’ report on the political, security, and humanitarian developments in Yemen. The report presented the international community with decisive evidence of the terrorist nature of the Houthi militia as a rogue, cross-border group supported by the Iranian regime, as well as its close links to terrorist organizations and its destabilizing threats to international peace and security.

The Council welcomed the statements made by permanent Security Council members, which included clear condemnation of Houthi practices, such as the arbitrary detention of UN staff and the group’s escalating threats to international navigation.

The Council noted the continued unified international stance in support of the Yemeni people, their political leadership, and the internationally recognized government as a strategic partner in facing shared challenges at all levels.

The Council had reviewed and approved the minutes of its previous meeting. It also received a brief update on the implementation status of its decisions and recommendations in coordination with the relevant authorities.

The meeting was attended by Dr. Yahya Al-Shuaibi, Director of the Presidency Office.
