
President Al-Alimi Calls for Establishment of an Arab Fund to Support Yemen’s Reconstruction

His Excellency Dr. Rashad Mohammed Al-Alimi, President of the Presidential Leadership Council of Yemen, has called for a collective Arab investment initiative to support the people of Yemen and their aspirations for peace, stability, and development, asserting that such support is the genuine guarantee for the stability and prosperity of the region as a whole.
In a speech delivered on his behalf by Dr. Ali Mousa, the Acting Permanent Representative of Yemen to the League of Arab States, during the Baghdad Economic Summit, President Al-Alimi urged the establishment of an Arab Fund for the Reconstruction of Yemen, focusing particularly on infrastructure projects and essential public services—especially in the liberated governorates—so as to build a viable model for peace, development, and coexistence.
The President reaffirmed that Yemen and its people are not merely in search of aid, but are seeking genuine partnerships that advance sustainable development and restore Yemen’s natural role within the Arab economic system.
In this context, the President encouraged Arab investors to engage in promising sectors including energy, mining, agriculture, ports, and marine resources. He also called upon Arab leaders to support Yemen’s integration into major Arab economic initiatives, particularly in areas such as food security, and trade and digital integration.
President Al-Alimi emphasized that Yemen stands as the first line of defense for collective Arab security. He cautioned that all efforts by the Yemeni government to implement reforms would remain at risk of failure without comprehensive support aimed at restoring and strengthening state institutions, deterring militias, and eliminating the sources of terrorism and chaos.
“This is a valuable opportunity,” His Excellency stated, “to extend a hand in what I describe as a mutually beneficial pact—an investment in the aspirations of the Yemeni people, not merely through supportive rhetoric, but through concrete initiatives and actions, so that together we may author a new chapter of shared recovery and prosperity whose benefits will undoubtedly be felt across the entire region.”
The President asserted that “no development can take place in an environment of violence, and that sustainable peace and economic revival are impossible under the shadow of armed coercion”.
He expressed deep appreciation for the genuine fraternal positions of the member states of the Coalition to Support Legitimacy, particularly the Kingdom of Saudi Arabia and the United Arab Emirates, asserting that without this support the circumstances would have been far more catastrophic. He underscored that their support—encompassing not only material assistance but also developmental, service-based, and humanitarian aid—has enabled the resilience of state institutions, alleviated the suffering of the Yemeni people, and kept hope alive for a new phase of national recovery and reconstruction.
