PLC President Underscores Judiciary’s Role in Restoring State Institutions, Combating Terrorism and Protecting Victims’ Rights

President Dr. Rashad Mohammed Al-Alimi, President of the Presidential Leadership Council (PLC), met today, Tuesday, with Chairman of the Supreme Judicial Council Judge Mohsen Yahya Talib. His Excellency also met with heads of judicial bodies, including Supreme Court President Judge Dr. Ali Al-Awash, Minister of Justice Judge Badr Al-Arada, and Prosecutor General Qaher Mustafa.

During the meeting, the PLC President was briefed on the performance of the judiciary over the past period, cases pending before its various judicial chambers, and the role of members of the judiciary in strengthening the presence of the state and upholding the rule of law.

President Al-Alimi expressed his appreciation for the efforts, achievements, resilience, and continued performance of the judiciary in carrying out its duties to the fullest over the past period. He also praised the pivotal role of the Supreme Judicial Council in protecting public order and safeguarding rights and freedoms.

The PLC President stressed that the state’s battle today is not merely military and security-related, but also a battle for law, justice, and institutions. He said that the state’s true victory lies in ensuring that its institutions continue to function even in wartime, and that citizens feel that the law is stronger than weapons and power.

President Al-Alimi highlighted the judiciary’s role as an integral part of the battle to restore the state and as one of its key pillars in confronting the Houthi terrorist militias. He noted that the militias target not only military positions, but also ports, public facilities, displacement camps, and civilians, while seeking to undermine state institutions and terrorize society.

“Therefore, these crimes must not remain mere statements of condemnation or military incidents,” he said. “Every terrorist attack must be turned into a complete legal and judicial case file, so that it is not lost with the passage of time or changes in political circumstances.”

He stressed that the message must be clear: there is no immunity for saboteurs, no impunity, and no future political settlement can erase the rights of victims or grave crimes.

The PLC President urged the judiciary to make more effective use of legal instruments in confronting terrorist organizations, their financing and smuggling networks, and money laundering, as well as anyone who provides them with cover, resources, or facilitation.

In this context, President Al-Alimi also stressed the importance of expediting investigation and trial procedures in serious terrorism cases, while strictly adhering to fair-trial guarantees. He said that the battle to restore state institutions begins with presenting a model fundamentally different from that of militia-controlled areas.
