PLC President Calls for General Mobilization, Opens Door for Safe Return of Those Misled by Houthis

President Dr. Rashad Al-Alimi, President of the Presidential Leadership Council (PLC), called on the Yemeni people to engage in general mobilization and rally around the Armed Forces and security forces. He urged them to join the forces’ ranks through official channels and contribute to defending the Republic and its national institutions.

In a televised address to the nation marking the 64th anniversary of the September 26 Revolution, President Al-Alimi also announced the opening of the door for a safe return to the ranks of the Republic and constitutional legitimacy. He said the initiative reflects the state’s responsibility to prevent further bloodshed, bring the war to an end, and prevent acts of revenge and retaliation.

The President affirmed that anyone who, from today, on the eve of September 26, abandons the terrorist Houthi militias, ceases fighting in their ranks, or stops working on their behalf will be covered by a comprehensive amnesty to be issued later in accordance with constitutional and legal procedures. He also stressed that the status of army and security personnel would be regularized in a manner that safeguards their legally acquired employment rights.

President Al-Alimi stressed that this is a historic moment for all Yemenis to rise, restore their country to its rightful place among nations, and honor the sacrifices of the first generation of heroic revolutionaries. He said this also means upholding human dignity and the right of their sons and daughters to security, education, employment, and a future free from violence and the militias’ sectarian and racist projects that transcend borders.

He called on brotherly and friendly countries seeking security and stability in Yemen and the Red Sea to stand by the Yemeni people, government, and armed forces, and support the coalition led by the Kingdom of Saudi Arabia in ridding the country of the terrorist Houthi militia. He said restoring state institutions is not only a Yemeni interest, but also serves the interests of all countries in the region and the world.

President Al-Alimi affirmed that Yemen deserves a future befitting its history, strategic location, and the capabilities of its people. He said Yemen also deserves to be among the leading beneficiaries of the region’s development and prosperity. It should not become an arena for chaos or a platform for pre-state projects and claims of divine entitlement. Nor should it be a source of threats to the security of neighboring countries and regional and international peace.

He said the grave attacks and violations committed by the Houthi militias represent a dangerous escalation and place the state’s leadership before its constitutional and moral responsibility to deter the threat and protect civilians. He noted that the militias had once again chosen the logic of force and weapons over dialogue and peace.

The President said developments in parts of Taiz, Marib, Al-Jawf, Hodeidah, Lahj, Hadhramout, Al-Bayda, Shabwa, and Dhalea are an extension of a policy of destruction and an attempt to impose a new reality by force at the expense of Yemeni lives, security, and the country’s future. He warned that the threat does not stop there, saying, “The Houthi project seeks to turn our territory and coastline into a continuing threat to the security of Yemen and the entire region.”

President Al-Alimi noted that experience has shown that concessions to the militias do not lead to peace. Rather, they give them an opportunity to regroup, prepare for another round of escalation, and return the country to a cycle of war and futile conflict.

He affirmed that the Houthi militia initiated the escalation both inside Yemen and across its borders, resulting in the killing of civilians and the terrorization and starvation of the Yemeni people. He said the state would take all necessary measures to protect civilians, preserve social peace, and safeguard the country’s supreme interests.

He said, “Major national battles are not measured by an advance here or a retreat there, nor by a position that changes from one day to another. They are measured by the clarity of the objective, the strength of resolve, and the ability to turn crises into opportunities and challenges into additional sources of strength and cohesion.”

“The objective is clear to everyone: restoring state institutions and extending its sovereignty over the entire national territory, all the way to Sana’a,” he added.

Addressing citizens in the governorates forcibly controlled by the militias, President Al-Alimi said, “You have been, and remain, at the heart of the state’s responsibility, because you have borne the greatest share of the bitterness of this war. But this suffering should not become a permanent fate. It is time for this long chapter of suffering to end, and for Yemeni families to regain their security, peace, and normal lives.”

“The state does not regard you as a party to a conflict, but as its people, partners, and those with the foremost right to peace and stability. What has been imposed on you by force of arms cannot diminish your standing or your full right to a homeland that embraces all its people,” he added.

The President called on residents of these areas to protect the lives and future of their children and not allow them to become fuel for the militias’ wars and reckless adventures, which have caused destruction to Yemen, its people, and its national resources. He said, “Every young man rescued today from this terrorist group’s project is a building block in constructing a new Yemen reconciled with itself, its neighbors, and the international community.”

President Al-Alimi praised the honorable stances taken by members of Yemen’s tribes in support of the state, its institutions, and its armed and security forces. He affirmed that the state greatly relies on their continued national role in solidarity, cohesion, and preventing acts of revenge and retaliation.

President Al-Alimi, on his behalf and that of his fellow PLC members and the government, renewed their full commitment to the outcome of the South-South dialogue sponsored by the brothers in the Kingdom of Saudi Arabia, in a manner that ensures a fair and comprehensive solution to the southern issue.

The PLC President extended his sincere congratulations to the Yemeni people on the 64th anniversary of the glorious September 26 Revolution. He also congratulated the heroes of the Armed Forces and security forces, all military formations stationed on various fronts, and the families of the valiant martyrs and wounded.

He affirmed that the best way to commemorate September is to remain faithful to the sacrifices through which Yemenis forged their republican legacy. The best tribute to this great legacy, he said, is to keep the Republic alive in our hearts, consciences, and institutions, and to ensure that the interests of the people remain above all else and that the law remains supreme over everyone.
