In the name of Allah, the Most Gracious, the Most Merciful.

All praise is due to Allah, Lord of the Worlds, who says in His Noble Book:

“Ramadan is the month in which the Quran was revealed. Guidance for humanity, and clear proofs of the guidance, and the Criterion. Whoever of you witnesses the month shall fast it. But whoever is sick, or traveling, then a number of other days. Allah intends ease for you, and He does not intend difficulty for you, so that you may complete the number, and glorify Allah for having guided you, so that you may be thankful.”

My great Yemeni people at home and abroad,

On my behalf, and on behalf of my brothers, the members of the Presidential Leadership Council and the government, I extend to you my sincere congratulations on the advent of the holy month of Ramadan. I pray to Almighty Allah to make it a month of goodness, blessing, security, and stability for our homeland, and to restore it to us with the aspirations of our people fulfilled—through the restoration of state institutions, the end of the coup and the suffering it has caused, and the building of a future worthy of your sacrifices and patience.

My great Yemeni people,

You know that Ramadan is not only a season of worship; it is a moment for reflection, renewal of resolve, and reinforcement of the values of patience, solidarity, and compassion.

In this blessed month, our national responsibility is renewed before Allah and before you—to be worthy of the trust placed upon us, and to work with sincerity and steadfastness to end the coup supported by the Iranian regime, restore state institutions, and entrench a state founded on law and order.

Dear citizens,

Ramadan comes this year as Yemen stands at a decisive crossroads—between a past weighed down by conflict, a present that is beginning to regain its balance, and a future that is no longer impossible, as some once sought to make it.

We look to this Ramadan to be, as always, a great moment of sincerity—sincerity with Allah, sincerity with ourselves, and sincerity with our homeland and the pledge we first made to our people.

It is the moment in which we transform patience into hope, and make of our sacrifices a path toward a just state. One in which there is no return to chaos, and no place for force outside the law.

Honorable citizens,

Our people have endured difficult years, during which projects of violence were imposed. The forces of coup and arms sought to reduce the nation to a faction, the state to a militia, and the future to the illusion of divine entitlement.

But Yemen, by the grace of Allah, through the awareness of its sons, and with the partnership of its loyal brothers, has proven greater than all of that. It has risen to the level of responsibility and will remain in the position worthy of all its citizens.

In recent weeks, we have witnessed important transformations—not mere slogans, but realities on the ground: improved regularity in the work of state institutions and essential services, tangible progress in restoring sovereign decision-making, and the formation of a new government bearing a message of change at all levels.

These transformations, alongside the government’s return to homeland, are still in their early stages. Yet they represent a genuine opportunity, as I said in our first meeting before the new cabinet. And opportunities in the life of nations do not come often, nor does history show mercy to those who squander them.

Dear citizens,

The greatest lesson Ramadan teaches us is that strength lies not in oppression, but in justice. And that peace can be achieved through wisdom and strength together. And that nations are not governed by domination, but by consensus, fairness, and respect for human dignity.

From this standpoint, I reaffirm to you the state leadership’s full belief in the justice of the Southern cause as a foundation for a comprehensive solution. There is no alternative but to acknowledge it, to render it justice, and to guarantee the people’s right to freely and responsibly determine their future under normal and secure conditions, within the framework of state sovereignty and the rule of law.

This is not a political maneuver. It is a moral and constitutional principle to which we are committed, because it alone can protect our nation from recurring cycles of violence.

We are confident that the Southern dialogue to be sponsored by the brotherly Kingdom of Saudi Arabia will mark a turning point in the course of this just cause—through sincere and responsible consultation that includes all components. It establishes a genuine partnership in which there is neither victor nor vanquished, places the interests of the people above narrow considerations, and restores the primacy of the state over the logic of arms.

At this pivotal moment, we are all called upon to seize the opportunity, to choose wisdom, to prioritize the future over the burdens of the past. We are called to build a state that embraces all its sons-a state that protects rights, preserves dignity, and opens the doors of hope for generations to come.

Dear citizens,

Ramadan is the month of mercy, but it is not a month of surrender. It is the month of patience, but not of accepting injustice. It is the month of repentance, but not of forgetting crimes or accepting a fait accompli.

Therefore, our battle today is not only against an armed coup project, but against everything that threatens the very idea of the state. A battle against chaos, uncontrolled weapons, corruption, and the depletion of resources outside national institutions.

We are confident that the new government headed by Dr. Shai’a Al-Zindani will rise to these challenges by taking practical steps to strengthen state authority. It will regulate revenues, empower the Central Bank to manage monetary policy, protect the national currency, ensure regular salary payments, improve services, and alleviate people’s suffering to the greatest extent possible.

We know that the path of reform is long and hard. Yet it is an unavoidable path, because economic and service stability is an integral part of the battle to restore state institutions and a top national priority.

Dear citizens,

Amid this promising phase, we cannot overlook those who have played a central role in these transformations—our brothers in the Kingdom of Saudi Arabia, led by the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud, His Royal Highness Crown Prince and Prime Minister Prince Mohammed bin Salman bin Abdulaziz, and their sincere team headed by His Royal Highness Prince Khalid bin Salman bin Abdulaziz, Minister of Defense.

This renewed course of fraternal support affirms that the Yemeni-Saudi partnership is not a choice or a temporary alliance, but a destiny shaped by geography, security, and shared fate. It represents a historic opportunity to rebuild our country and place it firmly on the path of development and prosperity.

We therefore call on all to seize this opportunity with awareness, to protect it from narrow considerations, and from voices that see in the future nothing but an extension of destructive cross-border projects.

My great Yemeni people,

On this blessed religious occasion, we have directed the relevant authorities to immediately release prisoners who have served three-quarters or half of their sentences, excluding cases related to terrorism, smuggling, and narcotics. We have also ordered consideration of commercial bail for detainees held in private rights cases, the formation of committees in the governorates to assist insolvent prisoners, and the expedited closure of illegal detention facilities without delay.

Ramadan has taught us that societies are not built on hatred, but on tolerance and moderation. I therefore call upon all to refine public discourse, reject incitement, respect differences, prioritize the public interest over narrow loyalties, and focus on the greater national battle.

We urge philanthropists, business leaders, and the private sector to intensify their efforts during this holy month in support of affected families and relief for the poor, for nations built on solidarity are never defeated.

We also send a message of solidarity to our people in areas under the control of the Houthi terrorist militias, affirming that the state will not abandon its citizens in any part of this homeland. The restoration of Sana’a and a just and unified Yemen remains our enduring objective and collective national project, no matter how long the suffering persists.

I extend my salute and appreciation to the heroes of our armed forces and security services stationed in positions of honor, and to the mothers of the martyrs, the wounded, and the injured. Through their sacrifices, the state has endured, and hope has remained possible.

In conclusion, we ask Allah in this blessed month to make Ramadan the beginning of relief, victory, and peace—through which all the broad aspirations of our proud people may be fulfilled.
