Minister of Higher Education and Scientific Research Takes Constitutional Oath Before President

Dr. Ameen Noman Mohammed Al-Qadsi took the constitutional oath before His Excellency President Dr. Rashad Mohammed Al-Alimi, President of the Presidential Leadership Council, today Thursday, upon his appointment as Minister of Higher Education and Scientific Research. The ceremony was attended by Prime Minister Dr. Shai’a Mohsen Al-Zindani.

Following the oath-taking, the President met with the newly appointed Minister, underscoring the significance of the current phase and the need to mobilize sincere efforts to confront the complex challenges facing the country, particularly in the sectors of academic education and scientific research.

President Al-Alimi stressed the necessity of adopting a comprehensive reform vision for the higher education sector, based on rationalizing external scholarship policies and regulating their criteria in line with the state’s development priorities and labor market needs. He emphasized the importance of directing limited resources toward rare and high-quality specializations, enhancing transparency in selection mechanisms, and linking scholarship programs to economic recovery plans, reconstruction efforts, and state-building initiatives.

The President also highlighted the need to reassess academic programs, ensure their quality, and activate academic accreditation systems and institutional oversight in accordance with national and international standards.

Furthermore, His Excellency directed the restructuring of the higher education and scientific research system in a manner that enhances spending efficiency, prevents duplication of programs and specializations, and strengthens good governance in public and private universities. He emphasized the importance of advancing applied scientific research aligned with national economic needs and fostering partnerships with the private sector.

He also stressed the need to open modern educational pathways to bridge the gap between educational outcomes and labor market requirements, thereby contributing to the development of competitive human capital at both regional and international levels.
