President Al-Alimi chairs a joint meeting of Government and Governorates’ Governors

Today, Thursday, His Excellency President Dr. Rashad Mohammed Al-Alimi, President of the Presidential Leadership Council, chaired a joint meeting of the government and leaders of local authorities, in the presence of Dr. Ahmed Awad bin Mubarak, the Prime Minister.
At the beginning of the meeting, His Excellency the President welcomed those attending the first joint meeting held at home between the central government and local authorities. His Excellency expressed his hope that it will represent a turning point towards collective action, sharing responsibilities, and good governance of resources and services. In light of the exceptional circumstances that the country is experiencing under the pressure of the continued cessation of oil export and the catastrophic repercussions of the Houthi terrorist attacks on maritime shipping, and international trade.
The President of the Presidential Leadership Council briefed the attendees on the results of his Ramadan meetings with the State authorities and leaders, including the heads of the legislative and judicial authorities, consultation and reconciliation, the body of advisors, and the leadership of the military and security institutions.
He pointed to the directives, recommendations and constructive proposals that emerged from those meetings for the executive authority at the central and local levels.
He added, "We emphasized to the various authorities and events that success can only be achieved through consensus and working in the spirit of one team, with the executive authority, which you represent at this meeting, at the forefront."
His Excellency, the President stressed that harmony between all authorities is an inevitable path in order to confront challenges, strengthen the internal front to protect the achieved gains, and make an advanced shift in the battle against the forces of coup and terrorism as a collective priority.
The President of the Presidential Leadership Council touched upon the importance of these meetings in enhancing communication between the various components of the authority, and bridging the gap between central and local institutions, resulting from the continuation of the Houthi militia war and its disastrous repercussions on the state’s resources and living conditions. He added: especially after its terrorist attacks on oil installations, leading to its recent escalation in the Red Sea and territorial waters.
The President praised the level of improvement in the performance of the central and local authorities year after another. He said that any discrepancy between the central agencies and the governorates will represent a major challenge to efforts to rebuild and develop state institutions and improve the overall economy and services provided to citizens.
His Excellency stressed the need for interim and long-term strategic plans that preserve the levels of authority, their legal roles, and to be the arbiter and indicator for evaluating the performance of state institutions at all levels.
He added, "We must resolve the issue of the relationship between the central and local authorities, the procedures required to end any discrepancies, and reconstruct their assigned roles and powers in accordance with the law."
He also stressed the importance of the roles of all partners, including the private sector, brotherly and friendly organizations, and the international community. He stressed the importance of fulfilling the required measures to redouble their efforts and enhance their humanitarian and development interventions.
The President of the Presidential Leadership Council said, “In such meetings, we want to listen to both the obstacles and the solutions, and at the forefront are realistic and systematic indicators regarding the trends of the situation. At the forefront are the exchange rates, basic commodities, the opportunities available to curb inflation, and guarantees of the sustainability of fulfilling the state’s imperative obligations.”
His Excellency, the President expressed his hope that the policies of the local authorities would be clear and effectively directed towards the priority of security and stability, improving services, and high readiness to confront and deter any threats.
He stressed that citizens always want to hear about the reality of local development and the extent to which they benefit from the projects implemented in various fields.
He considered that focusing on resources and their development is the essence and basis for the success of any policies at the central and local levels. As well as the importance of raising the capabilities of government employees, local authorities and qualifying them to adapt to technical changes in modern administration.
He also affirmed the support of the Presidential Leadership Council and the Government for the governors of governorates forcefully under the control of the Houthi militias. He affirmed to strengthen communication with their citizens, support their aspirations for freedom, and restoring state institutions.
In the meeting, Dr. Ahmed Awad bin Mubarak, the Prime Minister gave a presentation of the economic and financial situation, the general budget spending plan, and the required entitlements to improve the state’s access to all its sovereign resources.
The Prime Minister stressed the importance of real partnership between the central and local authorities, not only at the level of planning and implementation, but also to absorb investments and face challenges with a single team spirit.
The attendees listened to the interventions of government members and governors, which focused on the priorities and requirements of the stage. In addition, they listened to ways to share decisions and sector policies, especially at the level of developing basic resources, services, and relief interventions.
At the end of the meeting, the President of the Presidential Leadership Council gave his directions regarding the formation of a team that includes the Ministers of Finance and Local Administration, the Minister of State, Governor of Aden, and the governors of Taiz and Sana’a. In order to extract recommendations and solutions for submitting them to take the necessary decisions and actions regarding them.
The meeting was attended by Dr. Yahya Al-Shuaibi, the Director of the Office of the Presidency of the Republic, Engineer Badr Basalma, the Advisor to the President of the Presidential Leadership Council for Local Administration Affairs, and Mr. Anis Baharitha, the Director of the Prime Minister’s Office.
