His Excellency President Dr. Rashad Mohammed Al-Alimi, President of the Presidential Leadership Council, stressed that supporting the Republic of Yemen to restore state institutions, peace and stability is the decisive guarantor of a close partnership with the international community. He added, including improving the management of the country’s fair share of the financing initiative to confront climate challenges and protect bio diversity and environmental resources.

The President of the Presidential Leadership Council said in a speech delivered on his own behalf by Dr. Ahmed Awad bin Mubarak, the Minister of Foreign and Expatriates Affairs, before the leaders’ summit of Group 77 and China, on the sidelines of the Climate Summit held in Dubai, that “although Yemen is the least contributing to the emissions causing the climate change, however, is at the forefront of the countries affected by its negative repercussions, including the increasing frequency of tropical cyclones, floods, weather depressions, unprecedented rise in temperatures, and prolonged droughts”. He further, pointed out to the resulting increase in the number of deaths, missing people, and those affected by these phenomena, in addition to economic losses, massive destruction to infrastructure, basic services and modest livelihoods.

His Excellency the President referred to the losses caused by (Tej) Tropical Cyclone in the governorates of Al-Mahra, Socotra and Hadramaut, as the best example of the heavy cost that the Yemeni government bears annually due to climate change.

He continued, "In addition, our environmental and tourism components are being exposed to devastating effects as a result of these changes in light of the collapse of the government protection network under the weight of the war sparked by the terrorist Houthi militias, the humanitarian crisis, and the difficult economic conditions."

He pointed out the importance of relieving distressed countries of debt, facilitating their access to funds and loans, and ensuring their flow with positive privileges to benefit from them in facing the consequences of climate change.

The President of the Presidential Leadership Council stressed that these challenges require accelerating “pledges to reduce emissions, build adaptive capacities, and shift from meeting post-disaster relief and response needs to enhancing management of risk reduction and prevention by providing the necessary resources and building national capabilities.”

The speech stressed the need to implement urgent plans and projects, and to strengthen international solidarity and cooperation on a large scale, not only to achieve sustainable development goals, but also to recover from losses and damages resulting from the repercussions of climate change, and the requirements for adaptation to avoid its future effects.

In this context, he stressed the importance of giving priority to transferring clean and sustainable technology to developing and under developed countries, supporting their efforts to confront the effects of climate change, and achieving their relevant commitments, including establishing early warning systems, and improving the ability of local communities to predict them and adapt to their ongoing fluctuations.
