PLC Approves Further Deterrence Measures, Affirms Readiness to Restore State Institutions and End Coup

The Presidential Leadership Council (PLC) affirmed that the state is continuing its efforts to restore its institutions and assert its authority over the entirety of its national territory. It is moving to end the humanitarian suffering caused by the Iran-backed Houthi terrorist militias.

At a meeting held today under the chairmanship of President Dr. Rashad Mohammed Al-Alimi, President of the PLC, the Council affirmed the readiness of the armed forces and all military formations to carry out their constitutional duties and take the lead in confronting the terrorist militias. The meeting was attended by all PLC members: Sultan Al-Arada, Tariq Saleh, Abdulrahman Al-Mahrami, Dr. Abdullah Al-Alimi, Othman Mujali, Mahmoud Al-Subaihi, and Salem Al-Khanbashi. The Council also affirmed the need to make the terrorist militias’ escalation more costly for their leaders, capabilities, and sources of funding.

The meeting, attended by Prime Minister Dr. Shai’a Al-Zindani, focused on developments in the military, security, and economic situations. It also focused on the state’s strategic options for confronting the ongoing escalation by the Houthi militias, as part of efforts to restore state institutions and end the coup.

The Council listened to briefings and reports on developments on the ground, the level of readiness across various fronts, and the criminal threats and attacks targeting vital facilities and civilian objects. It also reviewed the state’s strategic plan for the coming phase, along with a matrix of urgent economic and security measures aimed at improving living conditions and strengthening efforts to combat terrorism, smuggling, and organized crime.

In this context, the Council stressed the need to take all lawful and necessary measures to protect citizens, sovereign facilities, and national interests. These measures include preemptive action against sources of threats and command-and-control centers, as well as military capabilities being used or prepared to target the armed forces, civilians, and vital facilities.

The Presidential Leadership Council commended the high level of efficiency demonstrated by the armed forces and security forces in their various formations in deterring the wave of escalation. It also praised their ability to thwart militia attacks, inflict painful losses on their capabilities, and strike high-value military targets. The council stressed that this performance reflects a significant transformation in the readiness of state institutions to defend the state and safeguard the interests of its people.

The meeting noted that the successful operations carried out by the armed forces in recent weeks had sent a clear message that the era of cities being violated and civilians and national facilities being targeted with impunity had come to an end. The message is that any new escalation would have direct consequences for the tools used to carry it out.

The Council directed that military, security, and intelligence readiness be maintained at the highest levels, that protection and early-warning measures be strengthened. It directed that integrated deterrence efforts continue to prevent the terrorist militias from achieving any moral gains.

On the economic front, the Council approved proceeding with the completion of efforts to restore the state’s sovereign functions and resources, strengthen its control over border crossings, revenues, and national services, and combat smuggling and terrorist-financing networks. These efforts will be pursued through a carefully considered approach that protects citizens, the private sector, savings, and legitimate remittances, while ensuring that food, medicine, and essential commodities remain unaffected.

The Presidential Leadership Council stressed that the state would act firmly against any attempt to collude with smuggling, terrorist-financing, or organized-crime networks. It directed the competent authorities to take all legal measures to pursue those involved in, facilitating, or benefiting from smuggling activities, regardless of their positions or capacities, and to hold accountable anyone proven to have been involved or to have failed in the performance of their duties. This is aimed at protecting the national economy and state resources and cutting off sources of funding for the militias and illicit activities.

The Council also reassured citizens in all areas forcibly controlled by the militias that the state’s battle is against the coup project and the possession of arms outside state institutions, and is not directed against any region, tribe, or sect. In this regard, it reaffirmed the state’s commitment to protecting private property, public employment, and citizens’ rights, and to preventing acts of revenge, chaos, exclusion, and marginalization.
