Republican Decree Establishes General Authority for War-Wounded Affairs

Republican Decree No. (43) of 2026 was issued today establishing the General Authority for War-Wounded Affairs.

The decree comprises 29 articles distributed across five chapters. The first and second chapters cover the Authority’s name, definitions, establishment, objectives, functions, and mandates, while the third and fourth chapters address its administration, resources, and financial system. The fifth chapter contains final provisions.

The final article of the decree stipulates that the decree shall enter into force from the date of its issuance and shall be published in the Official Gazette.

Under the provisions of the decree, the Authority shall be placed under the supervision of the Prime Minister, enjoy legal personality, and possess independent financial liability.

The decree also provides that the Authority’s headquarters shall be located in the interim capital, Aden, with the possibility of establishing branches or offices in any governorate of the Republic whenever necessary.

The Authority shall work to ensure the provision of comprehensive and adequate care for war-wounded individuals and follow up on their affairs in accordance with the State’s public health policies. It shall coordinate its efforts with the Ministries of Public Health and Population, Defense, Interior, and other relevant entities.

The Authority will also work to address the adverse consequences resulting from delays in the treatment of wounded individuals and to regularize their situations in line with approved regulations and standards.
