PLC Approves Scheduled Reform Matrix and Praises Progress in Unifying Security and Military Decision-Making

The Presidential Leadership Council held a meeting today, Tuesday, chaired by His Excellency President Dr. Rashad Mohammed Al-Alimi, President of the Council. The meeting was attended by Council members: Abdulrahman Al-Mahrami, Dr. Abdullah Al-Alimi, Othman Mujalli, and Mahmoud Al-Subaihi, while Sultan Al-Aradah, Tareq Saleh, and Salem Al-Khanbashi participated via video conference.
The meeting discussed local developments and the matrix of scheduled reforms across all levels. It addressed intensifying government efforts to improve living conditions and basic services, strengthen the presence of state institutions, and consolidate security and stability throughout the country.
President Al-Alimi briefed the meeting on the outcomes of his visit to Djibouti and his fruitful talks with President Ismaïl Omar Guelleh of the Republic of Djibouti and President Hassan Sheikh Mohamud of the Federal Republic of Somalia. The discussions addressed bilateral relations and exchanged views on issues of common concern amid escalating smuggling activities, organized crime, collaboration among transnational armed groups, and growing international concerns over the security of international navigation in the Red Sea and the Gulf of Aden.
The Council praised the outcomes of the visit in reaffirming Yemen’s presence in the Red Sea and Horn of Africa equation. It also emphasized collective responsibility and effective regional coordination in confronting shared threats, foremost among them securing international shipping lanes and combating terrorism, smuggling, and organized crime.
The Council also listened to a report on the outcomes of the mini-cabinet meeting chaired by the President of the Presidential Leadership Council with governors of the liberated governorates.
The report reviewed the progress achieved in financial and service-sector reforms, as well as efforts to strengthen governance and transparency and implement the Council’s decisions and recommendations, particularly Decision No. (11) of 2025. It also addressed the requirements of the strategic partnership with the brothers in Saudi Arabia and the donor community.
The meeting reviewed security developments in the liberated governorates, including the heinous assassination crimes witnessed in the interim capital, Aden. In what it described as a desperate attempt to destabilize the situation and undermine confidence in national and international institutions.
The Council commended the efforts of the security agencies in pursuing terrorist elements, foiling their criminal plots, apprehending those involved, and maintaining security and stability. It also highlighted the tangible improvement in integrated coordination among state institutions following steps taken to unify military and security decision-making, with support from the brothers in Saudi Arabia.
The Council renewed the state’s commitment to moving forward in combating terrorism, strengthening institutional protection for vital facilities and programs, ensuring the protection of citizens, aid workers, and the business community, and preventing perpetrators from escaping accountability. It further stressed the mobilization of all efforts toward the battle to restore state institutions and end the suffering caused by the Houthi terrorist militias backed by the Iranian regime.
The meeting approved a proposal by the Prime Minister regarding the procedures and decisions required to enhance administrative and institutional performance in a number of state sectors at both the central and local levels.
The meeting also discussed regional developments, including what it described as the resumption by the Iranian regime of hostile attacks against countries in the region.
The Council said the attacks confirmed the continuation of the regime’s approach based on blackmail, the management of chaos, and the destabilization of regional and international security and stability.
The Council renewed the Republic of Yemen’s condemnation of what it described as blatant Iranian attacks and threats targeting civilian and economic facilities in the State of Kuwait, the United Arab Emirates, and the Kingdom of Bahrain. It described them as a flagrant violation of the principles of international law and the rules of regional security and stability.
The meeting was attended by Dr. Yahya Al-Shuaibi, Director of the Office of the Presidency.
