President of Presidential Leadership Council Chairs Mini Cabinet Meeting

His Excellency President Dr. Rashad Mohammed Al-Alimi, President of the Presidential Leadership Council, chaired a mini cabinet meeting today, Monday. The meeting was held in the presence of Council Member Salem Al-Khanbashi, Governor of Hadramout, and Prime Minister and Minister of Foreign Affairs and Expatriates Dr. Shaya Al-Zindani.

The meeting, attended by Central Bank Governor, Mr. Ahmed Ghaleb and Head of the Economic Team, Mr. Hossam Al-Sharjabi, was devoted to discussing the latest developments on the national scene, the progress made in implementing economic and service reform priorities, and the mechanisms for follow-up during the next phase.

The meeting also addressed efforts to enhance security and stability in the interim capital, Aden, and the liberated governorates. It also discussed strengthening coordination and institutional integration at both central and local levels.

Interior Minister Major General Ibrahim Haidan briefed the meeting on a preliminary report regarding the heinous assassination of Acting Executive Director of the Social Fund for Development, Mr. Wissam Qaed, in Aden on Sunday. The Interior Minister also briefed the meeting on the findings reached by security agencies, including the arrest of one suspect.

The meeting expressed its sincere condolences and sympathy to the family of the martyr Wissam Qaed, who was killed by terrorist elements.

The attack was a desperate attempt to destabilize the situation, undermine stability, erode confidence in national and international institutions, and target the concept of the state and the development work environment.

It affirmed that this cowardly terrorist act will not go unpunished, stressing that the state will continue to pursue the perpetrators and bring them to justice in accordance with the law.

The meeting commended the vigilance of security agencies and their significant efforts in tracking terrorist elements and thwarting plots targeting societal peace, including the recent dismantling of a terrorist cell planning a series of assassinations and acts of destabilization. It reiterated the state’s commitment to assuming full responsibility for protecting citizens, humanitarian workers, and the business community, ensuring that perpetrators do not escape accountability, and reaching the networks behind such crimes and their supporters.

The meeting reviewed reports on the implementation of Presidential Leadership Council decisions and the recommendations of the previous mini cabinet meeting with governors, particularly Decision No. (11) of 2025. This includes improving public revenues, closing any accounts outside the Central Bank, and preparing an urgent plan to secure fuel for power plants ahead of the summer season.

President Al-Alimi praised the progress achieved in the scheduled reform agenda, emphasizing the importance of safeguarding gains on the ground. He stressed that “there can be no economic reform without security, and no stability without the enforcement of the rule of law, as security is the fence that protects these reforms and ensures their sustainability.”

His Excellency reaffirmed that Decision No. (11) constitutes a binding action plan for all entities, requiring full compliance in channeling revenues to the Central Bank and ending any unlawful levies or off-budget resources.

The President also reiterated that the partnership with the Kingdom of Saudi Arabia represents a key pillar in supporting these reforms. He warned that any attempt to undermine this partnership constitutes a direct threat to Yemen’s interests and aspirations to restore state institutions, security, stability, peace, and development.

He reassured Yemen’s international partners, including organizations and the donor community, of the government’s commitment to protecting development workers. He affirmed that such incidents will not deter ongoing development programs or efforts to normalize conditions, but will instead strengthen resolve to reinforce security and the rule of law.

The President called on all Yemeni people, political forces, and societal components to strengthen cohesion, rally around the state project, enhance confidence in its institutions. He called on them to fully cooperate with security agencies to consolidate security and stability as a shared national responsibility.

He said: “progress is achieved through serious work, prioritization, and investment in people and essential services such as water, electricity, education, and healthcare, in a manner that ensures a stable economy and a secure future for coming generations”.

“Today, we face a moment that requires all to stop wasting time and opportunities and focus on what directly serves citizens, strengthens their resilience, improves living conditions, and sets our country on the right path toward recovery and stability, and ending the coup by the Iran-backed Houthi terrorist militias,” he said.
