President of Presidential Council Chairs Mini Cabinet Meeting with Government and Local Authorities

His Excellency President Dr. Rashad Mohammed Al-Alimi, President of the Presidential Leadership Council chaired today, Tuesday, a mini meeting of the Cabinet and governors of the liberated governorates. The meeting was held in the presence of Council members: Sultan Al-Arada, Governor of Marib, and Salem Al-Khanbashi, Governor of Hadramout, along with Prime Minister, Minister of Foreign Affairs and Expatriates Dr. Shai’a Al-Zindani.
The meeting, attended by the Governor of the Central Bank of Yemen Ahmed Ghaleb and Head of the Economic Team Hossam Al-Sharjabi, was dedicated to discussing national developments and mechanisms for coordination between the government and local authorities to improve living conditions, basic services, and strengthen the presence of state institutions at all levels.
The meeting listened to briefings from the Prime Minister, the Central Bank Governor, the Minister of Finance, and governors on overall national developments, as well as government performance at both central and local levels during the past period. Discussions also covered the course of comprehensive reforms, economic and financial performance indicators, and approved plans for managing, developing, and regulating sovereign and local revenues, enhancing spending efficiency, and directing resources toward key priorities.
The meeting underscored the importance of working in a team spirit to ensure the implementation of economic, financial, and administrative reform programs, improving the performance of revenue-generating agencies, and reinforcing governance, transparency, and anti-corruption principles. Priority was given to improving essential services, particularly in electricity, water, roads, health, and education.
It also stressed the need for coordination between local authorities and relevant central bodies to consolidate security and stability, and to combat smuggling and illegal migration. It called for addressing encroachments on state lands, removing illegal checkpoints, and curbing unlawful levies that undermine state authority and the free movement of citizens and goods.
In this context, the meeting emphasized strict adherence to the decisions of the Presidential Leadership Council, foremost among them Resolution No. (11) of 2025, including the transfer of all public revenues to the government’s general account, the closure of accounts outside the Central Bank, and the submission of periodic reports on entities failing to comply with the law.
The meeting also approved the continued closure of unlicensed ports and crossings until legal requirements and standards are met, stressing coordinated efforts to combat terrorism financing, smuggling, and organized crime.
Directives were issued to prevent interference in the mandates of the Yemen Oil Company and its branches, deter encroachments on state properties, and ensure the efficiency and integrity of officials in revenue and oversight institutions.
The meeting further instructed the Ministries of Electricity, Oil, and Finance, along with relevant authorities, to prepare a plan to secure fuel supplies for power plants in preparation for the upcoming summer.
President Al-Alimi commended the progress made in implementing reform programs, from drafting the state budget and setting government priorities to establishing and activating key institutions such as the Authority for the Wounded and the Health Fund. However, he cautioned that these achievements remain vulnerable without effective anti-corruption mechanisms, oversight, governance, and financial and administrative discipline.
He also praised the harmony between the government and local authorities as a key entry point for building a model in the liberated governorates and restoring state institutions. He stressed the need to respect legal frameworks governing relations within the executive authority in accordance with the constitution and the law.
The President expressed appreciation for the fraternal support provided by the Kingdom of Saudi Arabia to the Yemeni government and people. He highlighted its significant role in alleviating citizens’ suffering, strengthening resilience, and maintaining the cohesion of state institutions under exceptional circumstances.
He further noted that the strategic partnership with the Kingdom represents a historic opportunity that should be built upon and maximized across all levels.
The meeting was also attended by Dr. Yahya Al-Shuaibi, Director of the Office of the Presidency.
