PLC Backs Government Program, Stresses Readiness to Meet Emerging Challenges

The Presidential Leadership Council (PLC) held a meeting on Monday evening chaired by His Excellency President Dr. Rashad Mohammed Al-Alimi, President of the Council. The meeting was attended by the Council’s members: Sultan Al-Aradah, Tariq Saleh, Abdulrahman Al-Muharrami, Dr. Abdullah Al-Alimi, Othman Mujalli, and Salem Al-Khanbashi. Council member Mahmoud Al-Subaihi was absent with prior excuse.
The meeting was attended by Prime Minister and Minister of Foreign Affairs and Expatriates Dr. Shai’a Mohsin Al-Zindani, the head of the economic team, and members of the ministerial team tasked with preparing the government program.
Discussions focused on plans for implementing the government’s work program and its priorities for the coming phase at the political, economic, service, and security levels, including ways to strengthen partnership with regional and international partners.
The Council listened to a comprehensive presentation from the Prime Minister and the ministerial team on the executive matrix of the government program.
The briefing focused on priorities related to normalizing conditions, strengthening the presence of the state and its institutions in the liberated governorates, unifying security and military decision-making, supporting law enforcement agencies, and enhancing security and stability.
The briefings also included an overview of mechanisms for implementing the general budget and enhancing opportunities for economic and financial recovery, developing public revenues, rationalizing expenditures, protecting the national currency, and maintaining monetary stability. They further addressed plans to improve electricity, water, health, and education services, rehabilitate infrastructure, and transform the interim capital Aden and the liberated governorates into an administrative and service model for the state.
The meeting also reviewed government plans related to institutional governance, digital transformation, and administrative reform.
It further discussed efforts to empower youth and women, strengthen partnerships with civil society, improve the efficiency of utilizing international support, and gradually transition from emergency relief to recovery and development programs.
The Presidential Leadership Council commended the efforts made in preparing the government’s work program for 2026 and approving the draft general budget for the first time in years. It considered them important steps toward restoring regular institutional functioning of the state.
The Council affirmed its full support for the government’s efforts to move from the stage of planning to disciplined implementation so that the government program is implemented into tangible results in the lives of citizens.
The meeting also stressed the importance of ensuring that the government program remains flexible and capable of adapting and responding to local and regional developments in a way that guarantees the continued flow of goods, vital services, and supply chains, while safeguarding the national economy from potential disruptions.
The Council reiterated the need for continuous monitoring of markets and commodity stocks and for taking proactive decisions to preserve economic and living stability.
The meeting also discussed regional developments and their potential repercussions on Yemen in light of the serious military escalation witnessed in the region. In this context, the Republic of Yemen strongly condemned the blatant and cowardly Iranian attacks targeting the sovereignty of several brotherly countries, including the criminal Iranian attack on a residential facility in Al-Kharj city in the Kingdom of Saudi Arabia, which resulted in civilian casualties and injuries.
The Presidential Leadership Council affirmed Yemen’s full solidarity with the Kingdom of Saudi Arabia and the brotherly countries, and its support for their leaderships and peoples in confronting these brutal attacks. It also expressed support for all legitimate measures taken to protect their security, sovereignty, and the safety of citizens and residents on their territories.
The meeting further reaffirmed that the Yemeni state will not allow its territory to be used as a theater to threaten regional security or international navigation and will firmly confront any attempt to drag the country into confrontations serving external agendas.
The Council stressed the need to raise security and military readiness and protect the internal front. It held the Houthi terrorist militias and the Iranian regime backing them fully responsible for any escalation that threatens the security and stability of Yemen, the region, and its vital waterways.
The Council renewed its profound appreciation and gratitude for the fraternal support provided by the Kingdom of Saudi Arabia to the Yemeni people and their political leadership, and for its pivotal role in sustaining state institutions and honoring its firm commitments.
The Presidential Leadership Council affirmed that the strategic partnership with the Kingdom of Saudi Arabia represents a fundamental pillar for Yemen’s stability and regional security. It emphasized the importance of maximizing the benefit from Saudi’s generous support through sound economic management and clear, actionable programs.
The Council also reviewed and approved the minutes of its previous meeting and conducted a brief assessment of the implementation level of its decisions and recommendations in coordination with the relevant authorities.
The meeting was attended by Dr. Yahya Al-Shuaibi, Director of the Office of the Presidency.
