His Excellency Dr. Rashad Mohammed Al-Alimi, President of the Presidential Leadership Council, met with the European Union High Representative for Foreign Affairs and Security Policy, Ms. Kaja Kallas, on the sidelines of the Munich Security Conference.

The meeting addressed bilateral cooperation and partnership, developments on the national scene, and the European support required to strengthen government efforts in achieving recovery, sustaining basic services, and countering terrorist threats.

His Excellency the President praised the EU’s role as one of Yemen’s largest humanitarian and development donors. He emphasized that relations with EU countries have taken on a strategic dimension, affecting international maritime security, energy supply stability, trade, counterterrorism, and efforts to curb Iran’s influence through its armed proxies.

The President also welcomed the decision to designate the Iranian Revolutionary Guard as a terrorist organization and commended Operation Atalanta (Espedis) for containing the Houthi threat to international navigation. He stressed the need to move toward completely eliminating the threat.

President Al-Alimi discussed national developments and progress achieved with sincere support from the Kingdom of Saudi Arabia. This includes unifying security and military leadership, forming a new government, and launching a reform program focusing on service continuity, financial discipline, and restoring local and international confidence.

He clarified that these transformations refute claims of a security vacuum following the conclusion of parallel arrangements. He noted that a real vacuum arises when multiple sources of authority challenge the state’s exclusive powers.

The President affirmed that unifying security decision-making enhances counterterrorism effectiveness, improves services, curbs the environment for extremism, and protects human rights, beginning with the closure of secret detention centers.

He called on the European Union to move from crisis management to actively participating in its resolution. He noted that Houthi militias have used the Red Sea as leverage, and any delay could allow the threat to extend into the Arabian Sea.

The meeting was attended by Dr. Yahya Al-Shuaibi, Director of the Presidency Office; Mr. Luoai Al-Eryani, Yemen’s Ambassador to Berlin; and Dr. Abdulaziz Al-Mikhlafi, Economic Advisor.
