The speech of His Excellency President Dr. Rashad Al-Alimi addressed to the Consultation and Reconciliation Commission
Aden :
Praise be to God, Lord of the Worlds, who said, “And hold firmly to the rope of Allah all together and do not become divided”.
Dears, President and Vice-Presidents of the Consultation and Reconciliation Commission,
Dear members of the Consultation and Reconciliation Commission,
I am pleased to speak to you today, about 330 days after the formation of the Presidential Leadership Council, the Consultation and Reconciliation Commission and other supporting bodies, under the announcement of the transfer of power on the seventh of April last year. I hope that the meetings of the Commission will represent an important shift in the path of our broad national alliance against the Imamate, destructive Iranian project.
We, in the Presidential Leadership Council, are grateful to the presidency and members of the Consultation Commission, women and men, including the unique team of expertise and leaders who have been by our side along the way in support of the Council, and their keenness to keep it interacting and united around common goals and achieving the desired consensus in managing the state. for the rest of the transition period.
We hope that the expanded meetings of the Commission will represent an additional, strong message for a more coherent and reassuring future, by placing the foundation blocks and reference frameworks to protect our national consensus, the will of our people, and to ensure broad societal participation without exclusion or marginalization.
The constitutional oath, and the covenant we made with our fellow members of the Presidential Leadership Council, to our people, north and south, to follow the basis of partnership and national consensus, remains firm and we will not deviate from it, whatever the challenges. We are here today talking to you to confirm our growing confidence in the strength of our strategic alliance, and its rallying around its common goals for the transitional stage.
We have been confident from the beginning that some of the differences in our references and our experiences are what will make us distinct and more able to respond to the complex reality and the changing variables. However, with God’s help, we will continue believing in the principles of the right to freedom, difference, and participation, as genuine constitutional foundations, while those racist who are dependent on the Iranian expansionist project in our country lack these blessings.
Dear sisters and brothers,
In the theoretical principles of the reconciliation systems, fairness and memorialization come as ideal values to honor our cities, our men and women who have been racing to the fields of resistance since the first shot to confront the Persian invasion, with weapons, money, and words.
Our cordial greetings to them as martyrs, wounded, and living leaders who lead the armies in defense of our homeland, our identity, and our ancient cultural heritage.
Those men and women had to fight to restore peace, and had it not been for their sacrifices and courage, we would not have enjoyed freedom and the honor of representing our country and our people among the living nations around the world today.
Our deep greeting also to all the provinces, and our people who resist and reject this project that is intrusive to our country and our region.
It is a special greeting to the interim capital of Aden, the beacon of freedom and enlightenment, and all the southern provinces that buried the Imamate project from the very beginning, just as it was buried on the walls of Ma’rib, the mountains of Taiz and other provinces that gave the legitimate state a fence, and the resistance a haven and a base for building ranks and moving towards a solid victory, God willing.
All greetings to the great Hadramout, as it prepares to commemorate the liberation of Mukalla from Al-Qaeda, in a historical epic that led early on to strengthening the front of resistance to the Iranian project and its militias who are serving with terrorist organizations.
It is also an occasion for recognition, fairness, and pride for the role of the national forces carrying the southern cause, which united under their banner the valiant resistance brigades, to defeat the invading militias, and deter their ambitions and reckless adventures.
And all salutations to our patient people, behind the bars of terrorist militias, in displacement camps, and asylum countries, to our intellectuals, journalists, and activists who stand up to the discourse of misinformation, death, and destruction on the awareness front.
Those heroes and cities deserve honor, fairness, and memorialization. There is nothing better for our political forces to be inspired by their legacy, and their steadfastness by lining up more and mobilizing all capabilities and energies to restore state institutions, and fortify our internal front against the tools of the Iranian project that is waiting for all of us, without exception.
Therefore, the militia’s attacks, and their vengeful siege on Ma’rib, Taiz, Al-Dhalea, Lahj, and other governorates, concern all of us. We will defeat them with firm collective deterrence, in the event they continued their intransigence, and in the event we exhaust all efforts to push them towards the option of a just and sustainable peace based on the foundations and references agreed upon locally, regionally, and internationally.
Dear sisters and brothers,
Over the past eleven months, the Presidential Leadership Council and the government have focused on arranging the security and military situation, strengthening the authority of the judiciary, and improving the capabilities of the financial and banking agencies in absorbing pledges and deposits made by brothers and friends, led by the Legitimacy Support Coalition led by the Kingdom of Saudi Arabia and the UAE.
You can see how these efforts led to a decline in violence in the liberated governorates, the growing presence of the justice apparatus, and a better absorption of service projects that will accelerate during the current year, especially in the interim capital, Aden.
On the economic and monetary levels, the policies adopted have maintained relative stability of the national currency, besieged the public budget deficit at its safe limits, and stopped financing it from inflationary sources despite the expansion of spending on inevitable obligations, foremost among which is the regular payment of salaries to civil servants, the armed and security forces, and retirees, for the first time in years. In addition to the dues of students on scholarship abroad, diplomatic corps, and emergency interventions to meet the needs of the electricity sector, moreover, partnership and mutual trust with the private sector are improving in an unprecedented way.
Dear brothers and sisters,
from an early age, we realized that bringing about transformations in the course of confrontation against the Iranian project and its agents required reversing the misleading image of the just Yemeni cause and the terrorist nature of the Houthi militia. There was a presidential, regional and international governmental movement, and serious engagement with the commendable efforts to stabilize the humanitarian truce that the militias were sick with it quickly.
Nevertheless, we know that the international position has not yet risen to the level of action, but it has become clearer and certain that peace cannot be obtained from the caverns of myth and the divine right to rule over human beings, and the unbridled suppression of human rights.
During that political momentum, we never gave up our constants and common goals. We became more convinced that the Houthi militia could not be a serious project for sustainable peace, and therefore it got the designation it deserves from the National Defense Council and the the Arab League, as a terrorist organization.
Mr. Chairman, 'Members of the Consultation Commission,
sisters and brothers,
Amidst these manifold tasks, I and my fellow members of the Presidential Leadership Council, and the government have a complete and realistic conviction that the existence of any authority is only to serve its citizens who have rearranged their priorities in the circumstances of the majeure war, starting with bread, water, medicine, energy, livelihoods, health care, and children safe schools. These are guaranteed rights to ensure the most basic requirements of human dignity, which no other priorities should distract us from.
No matter how the terrorist militias try to strangle our resources and starve our people, this will not deter us from devising solutions and adapting to changes to keep people's interests and dreams alive forever.
The Houthi terrorist attacks on oil facilities were a real test in this regard, with the suspension of oil sector exports, which represent 65 percent of total public revenues, which put the Council and the government in front of difficult choices.
On this regard, we had to either respond to the emergency to control the devastating repercussions, or acquiesce in and surrender to the disaster with which the militias want to plunge the country into a comprehensive hunger crisis, including stopping employee salaries, basic services, and life-saving humanitarian interventions.
Among limited options, we encouraged the government to comprehensive reforms in public finances, including austerity measures, and ensuring the fight against corruption, and emphasizing the urgent need for support from brothers and friends to bridge the gap in salaries and necessary expenditures, instead of resorting to the easier option through cash issuance that would to drop the national currency and living conditions to low levels.
Mr. Chairman and members of the Consultation Commission,
We take advantage of this closing day of your meetings, the eighth of March, coinciding with the International Women's Day, in which we salute the struggle of our women in various fields, they are the ones who have borne the brunt of the war and the brutality of the militias, in the hope that it will be the day after which our national alliance will become united, with one goal and against one enemy. The Consultation and Reconciliation Commission shall be an integral part in sponsoring and protecting this inclusive project, which triumphs for the sacrifices of the heroes of our armed and security forces and the popular resistance.
Once again, I wish you all success and progress for what is good, for the honor of our people, and their supreme interests.
Peace, mercy and blessings of God
