Republican Decree Establishing the Health Fund

Today, Republican Decree No. (2) of 2026 was issued concerning the establishment of the Health Fund. The decree is issued pursuant to the efforts of the brotherly Kingdom of Saudi Arabia and is based on the agreement signed with the Saudi Development and Reconstruction Program for Yemen (SDRPY) regarding the establishment of a fund to support the sustainable operation of health facilities, build the capacities of the Ministry of Public Health and Population, and enhance cooperation with counterpart entities in the Kingdom of Saudi Arabia.

The decree comprises (33) articles distributed across five chapters. The first three chapters set forth the title, definitions, and the establishment of the Fund, while the third, fourth, and fifth chapters set out the Fund’s objectives and functions, its management structure, as well as its financing and accounts.

The final article stipulates that the decree shall enter into force as of the date of its issuance and be published in the Official Gazette.

The Fund aims to make an effective contribution to improving the efficiency of the health sector by providing the necessary financing for the operation and management of health facilities.

It will also seek to achieve integration between local and international efforts aimed at strengthening governance within the health sector and enhancing the quality of its services.

Furthermore, the Fund shall mobilize the financial resources required to finance health activities and advance the efficiency of the health sector through the implementation of its mandated duties and powers. These include providing financing for the operation of public health facilities in accordance with plans and standards that ensure the delivery of sustainable, high-quality services. The Fund will also finance the implementation of plans and programs aimed at building the capacities of public health facilities in a manner that enhances their governance and improves their performance. In addition, it will work to attract funding by encouraging the public, private, and international sectors to contribute to supporting and developing the health sector.

The Fund shall also enter into partnerships with the private sector to finance health programs that contribute to the provision of appropriate healthcare services to citizens. It shall also finance initiatives and projects concerned with responding to emergencies, natural disasters, and epidemics.
