President Al-Alimi Reaffirms Yemen’s Partnership with International Community on Counterterrorism and Maritime Security
Riyadh
His Excellency President Dr. Rashad Mohammed Al-Alimi, President of the Presidential Leadership Council, received today, Monday, Mr. Nils Hilmer, German State Secretary at the Federal Ministry of Defence, along with Mr. Thomas Schneider, the Ambassador of the Federal Republic of Germany to Yemen.
The meeting reviewed bilateral relations between the two friendly countries and prospects for enhancing cooperation in the security and defense fields. It also discussed priorities for German and European support needed to strengthen the Yemeni government’s capacities to enforce security and stability, combat terrorism, and protect international navigation.
President Al-Alimi commended Germany’s supportive stance toward Yemen’s unity, security, and stability, as well as Germany’s valued contributions to humanitarian response efforts. He affirmed that such support reflects a moral and political commitment to the Yemeni people, who are facing one of the world’s most complex humanitarian crises.
The President briefed the German official on recent developments in light of the corrective measures undertaken by the state in recent months to unify the security and military leadership and end the duality of decision-making. He considered this a fundamental prerequisite for human security, internal stability, creating a more enabling environment for institutional performance, facilitating the flow of assistance, and restoring confidence with the international community.
His Excellency emphasized that the sovereign decisions taken were a necessary step to prevent the entrenchment of parallel forces competing with the state’s exclusive authorities. He stressed that the proliferation of armed groups outside institutional frameworks deepens the security vacuum and perpetuates chaos and extremism.
The meeting also addressed the regional and international dimensions of the ongoing security and military reform efforts. President Al-Alimi stressed that unifying institutional decision-making constitutes an important measure to strengthen partnerships in counterterrorism and the protection of maritime security and freedom of navigation, thereby safeguarding supply chains and global energy security.
The President further reaffirmed the state’s commitment to partnership with the international community in counterterrorism through long-term, joint mechanisms that combine security action with governance-building and improved service delivery, contributing to drying up the breeding grounds of extremism and addressing its root causes.
Regarding the peace process, President Al-Alimi explained that the state leadership continues to prioritize a political settlement; however, the success of this track requires the possession of a credible deterrent option. He warned that any laxity in this regard would weaken prospects for a settlement and encourage the Houthi militias to persist in intransigence.
The President of the Presidential Leadership Council renewed his praise for the pivotal role of the Kingdom of Saudi Arabia in supporting Yemeni legitimacy, protecting the state, and advancing de-escalation and peace efforts. He noted that these efforts have helped prevent the country and the region from sliding into broader chaos.
President Al-Alimi affirmed that the current moment represents an important opportunity for the international community to engage with a single, reliable partner and accountable institutions, rather than dealing with undisciplined armed groups. He stressed that political, security, economic, and humanitarian support for the Yemeni state constitutes a direct investment in the security and stability of the region and the world.
The meeting was attended by Dr. Yahya Al-Shuaibi, the Director of the Office of the Presidency of the Republic.
