The Presidential Leadership Council (PLC) convened on Wednesday evening with its full membership chaired by His Excellency President Dr. Rashad Mohammed Al-Alimi, President of the Council. The Council was attended by all members: Sultan Al-Aradah, Tariq Saleh, Abdulrahman Al-Muharrami, Dr. Abdullah Al-Alimi, Othman Mujalli, Mahmoud Al-Subaihi, and Salem Al-Khanbashi.

At the outset of the meeting, the President and members of the Council welcomed the Council’s new members, Lieutenant General Mahmoud Al-Subaihi and Salem Al-Khanbashi. The President and the members renewed their congratulations to the newly two members on gaining the Council’s confidence as part of completing its legal quorum and filling existing vacancies, in a manner that ensures the continuity of the presidential institution with its full constitutional powers and responsibilities.

The Council discussed recent security and military developments and efforts to normalize conditions in the interim capital, Aden, and the liberated governorates, as a top national priority. In this context, it commended the efforts of local authorities and security and military agencies in maintaining public order and safeguarding public and private interests.

The Council also praised the role of the Armed Forces and all national formations in strengthening security and stability, noting the ongoing arrangements to withdraw forces from provincial capitals and redeploy them to operational theaters across various fronts.

The Council highlighted the decision to form the Supreme Military Committee as a pivotal step toward unifying security and military decision-making. It stressed the need for the Committee to fully carry out its tasks under the leadership of the Joint Forces of the Coalition to Support Legitimacy, in a way that contributes to creating a stable environment for government operations and improving living and service conditions.

The Council listened to preliminary reports on the terrorist attack that targeted the convoy of the Commander of the Second Giants Brigade, Brigadier General Hamdi Shukri, which resulted in casualties. The Council prayed to Almighty God to bestow mercy upon the martyrs and grant a swift recovery to the wounded.

The Presidential Leadership Council considered the terrorist attack to represent an extremely dangerous development, not only in terms of its criminal nature, but also in its timing and the political and security messages it conveys. The terrorist attack coincided with state measures to unify security and military decision-making, in an attempt to disrupt the process of normalizing conditions in the liberated governorates.

The Council reaffirmed the state’s commitment to respond firmly to this threat, pursue the perpetrators and their supporters, bring them to justice to receive appropriate punishment. It also affirmed to continue cooperation with the international community in counterterrorism efforts, preventing the use of Yemeni territory as a platform for cross-border threats.

The Council welcomed the positions issued by the Cabinet of the Kingdom of Saudi Arabia, which reaffirmed the Kingdom’s strong commitment to supporting Yemen, its people, and its security and stability. It also praised the package of development projects and economic support for the state’s general budget and their positive impact on service delivery and living conditions.

The Council further reaffirmed its commitment to the approach of partnership and a just solution to the Southern issue within the framework of the Southern–Southern Dialogue Conference. The conference will be hosted by the brotherly Kingdom of Saudi Arabia with the participation of all components and active forces, without exclusion or marginalization.

In this context, the Presidential Leadership Council welcomed the new U.S. sanctions against the Houthi terrorist militias, considering them an important step toward drying up the sources of funding for their war effort. It also considered them a reflection of growing international understanding of the cross-border Houthi threat.

At the regional level, the Council welcomed the agreement between the Syrian government and the Syrian Democratic Forces. It reaffirmed Yemen’s firm stance in support of Syria’s unity and sovereignty and its rejection of imposing any realities outside the framework of the Syrian state.

The meeting also discussed a number of other issues on its agenda, reviewed the level of implementation of previous decisions and directives, and adopted the necessary recommendations.

The meeting was attended by Dr. Yahya Al-Shuaibi, the Director of the Office of the Presidency of the Republic.
