President of Presidential Council Affirms State’s Determination to Dismantle the System of Impunity

His Excellency President Dr. Rashad Mohammed Al-Alimi, President of the Presidential Leadership Council, reaffirmed the state’s full support for the work of the National Commission to Investigate Alleged Human Rights Violations. He stressed the political leadership’s commitment to protecting rights and public freedoms.

This came during a meeting held on Thursday with the leadership of the National Commission, headed by Judge Ahmed Saeed Al-Muflihi.

During the meeting, the President of the Presidential Leadership Council stressed the Commission’s independence and legal mandate in accordance with its founding decision and international standards. He underscored the provision of all necessary facilitation and protection to enable it to carry out its duties to the fullest extent.

The President was briefed by the Chairman of the National Commission and its Secretary-General on the Commission’s activities during the recent period, including its monitoring and documentation of human rights violations committed by all parties, and its sustained efforts to curb cases of impunity.

President Al-Alimi praised the significant efforts undertaken by the National Commission to Investigate Alleged Human Rights Violations. He also condemned the achievements it has made since its establishment, including its success in building broad local and international trust. He renewed the Council’s and the Government’s commitment to providing the necessary support to the Commission in accordance with its founding decision and international investigation standards.

The President emphasized that the establishment of the Commission came as a direct response to constitutional, national, and international obligations, in a manner that ensures neutrality and independence. He stressed that the Commission represents one of the pillars of the Yemeni state’s credibility in addressing the human rights file domestically and internationally.

His Excellency reiterated the commitment to providing institutional facilitation and legal protection to enable the Commission to perform its tasks. He noted that its reports have become a key reference for national authorities and international partners in understanding the human rights situation in Yemen.

President Al-Alimi also commended the Commission’s efforts during the recent events in the governorates of Hadhramaut and Al-Mahrah. He noted in this context the Commission’s announcement of its readiness to receive complaints from individuals subjected to detention in illegal prisons, and to investigate allegations of torture or enforced disappearance.

He stressed the importance of providing full protection for victims, informants, and witnesses, as well as for members of the Commission and its staff. He considered that uncovering the truth and protecting witnesses are essential conditions for justice and national reconciliation.

The President urged the National Commission to expand the scope of its investigations into illegal detention facilities, in line with the legal framework and its mandate.

His Excellency further emphasized the state’s resolve to dismantle the system of impunity, particularly criminal networks linked to the Houthi militias, and to build a state governed by the rule of law and institutions.

The meeting was attended by Dr. Yahya Al-Shuaibi, the Director of the Office of the Presidency of the Republic.
