Presidential Council Approves Measures to Manage Priorities and Normalize Conditions in Liberated Governorates

The Presidential Leadership Council held a meeting chaired by His Excellency President Dr. Rashad Mohammed Al-Alimi, President of the Council. The meeting was attended by the Council members: Sultan Al-Aradah, Tariq Saleh, Abdulrahman Al-Mahrrami, Dr. Abdullah Al-Alimi, and Othman Mujalli.

The meeting reviewed recent developments in the country in light of the successful handover of military camps in the governorates of Hadhramout and Al-Mahra, the interim capital Aden, and other liberated governorates. It also discussed the political, security, and administrative implications arising therefrom.

The Council commended the heroism of the armed forces and security services, and the high level of discipline and professionalism they demonstrated in carrying out their national duties. It affirmed that the handover of camps and the unification of security and military decision-making constitute a pivotal step toward consolidating the authority of the state and its legal standing, safeguarding social peace, and protecting public rights and freedoms.

The Presidential Leadership Council highly valued the outcomes of the productive meeting that brought together the President and members of the Council with His Royal Highness Prince Khalid bin Salman bin Abdulaziz, Minister of Defense of the brotherly Kingdom of Saudi Arabia.

The meeting reflected a shared commitment to supporting the path toward restoring state institutions and strengthening the strategic partnership between the two brotherly countries at all levels.

The Council expressed its profound gratitude and appreciation to the Kingdom of Saudi Arabia, under the leadership of the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud and His Royal Highness Crown Prince and Prime Minister Mohammed bin Salman bin Abdulaziz Al Saud, for their sincere fraternal positions in support of the Yemeni people. It underscored the Kingdom’s pivotal role in backing Yemen’s unity, security, and stability, leading de-escalation efforts, protecting civilians, and unifying military and security decision-making within the framework of the Coalition to Support Legitimacy.

These efforts lay the groundwork for a promising new phase of Saudi support to the Yemeni people across various fields.

The Council welcomed the sovereign decisions adopted to manage the current phase, foremost among them the formation of a Supreme Military Committee under the leadership of the Coalition to Support Legitimacy.

The committee is tasked with completing the unification of forces on national and professional foundations, ensuring the state’s exclusive authority over decisions of peace and war. The committee will also enhance readiness to confront challenges, particularly the Houthi threat backed by the Iranian regime.

Regarding the Southern issue, the Council reaffirmed the state’s commitment to addressing this just cause in a fair manner.

This will be pursued through the planned Southern–Southern dialogue to be held in Riyadh under the gracious patronage of the Kingdom of Saudi Arabia.

The dialogue will feature comprehensive representation without exclusion or marginalization and will restore decision-making to its rightful stakeholders within the framework of the state and its sovereignty.

The Council also praised the unified stance of the international community in support of Yemen’s unity and territorial integrity, and the international community’s rejection of any unilateral measures that could undermine state institutions or threaten regional security. It considered the state’s regaining of the initiative a timely opportunity to advance the peace process, improve humanitarian and living conditions, strengthen cooperation in counterterrorism, and protect maritime waterways.

The Council reviewed reports on developments in a number of governorates, particularly urgent humanitarian and service needs in the Socotra Archipelago Governorate, and adopted the necessary measures in response.

The Presidential Leadership Council stressed the importance of accelerating the normalization of conditions in the liberated governorates. It emphasized the return of the government and all state institutions to operate from within the country.

The Council also called for the immediate implementation of measures to redress damages, care for the families of martyrs, treat the wounded, and reinforce the rule of law.

The Presidential Leadership Council also adopted a number of decisions related to filling vacancies in the Council’s membership.

It further approved measures to improve service delivery and administrative performance in a manner that meets citizens’ aspirations.

These measures lay the foundation for a new phase based on partnership and justice, on the path toward restoring state institutions and ending the coup by the terrorist Houthi militias backed by the Iranian regime.

The meeting was attended by Dr. Yahya Al-Shuaibi, the Director of the Presidency Office.
