The PLC’s Decree on Dismissal and Referral to Investigation of Ministers of Transport and Planning, and International Cooperation

The Presidential Leadership Council (PLC) issued, on Wednesday, Decree No. (2) of 2026.
Article One of the decree stipulates the dismissal of Abdul Salam Saleh Humaid Hadi, Minister of Transport, and Waed Abdullah Badeeb, Minister of Planning and International Cooperation, from their posts and their referral for investigation.
Article Two of the decree provides that it shall enter into force as of the date of its issuance and be published in the Official Gazette.
Text of the Decree:
After reviewing the Constitution of the Republic of Yemen;
Law No. (19) of 1991 concerning the Civil Service;
Republican Decree No. (4) of 2020 on the formation of the government and the naming of its members;
the Gulf Cooperation Council Initiative and its Executive Mechanism signed on 22 November 2011;
the outcomes of the Comprehensive National Dialogue Conference;
the Declaration on the Transfer of Power and the formation of the Presidential Leadership Council issued on 7 April 2022;
and Presidential Leadership Council Decree No. (2) of 2026;
And after consultation with the Prime Minister;
And in the interest of the public good;
Article (1): The following are dismissed from their posts and any other positions they may hold and referred for investigation:
- Abdul Salam Saleh Humaid Hadi, Minister of Transport;
- Waed Abdullah Badeeb, Minister of Planning and International Cooperation.
Article (2): This decree shall take effect as of the date of its issuance and shall be published in the Official Gazette.
