 
                Presidential Council Affirms Importance of Institutional Integration and Protection of Citizens in Non-Liberated Governorates

The Presidential Leadership Council held an expanded meeting today, Thursday, chaired by His Excellency President Dr. Rashad Mohammed Al-Alimi, President of the Council. Members Sultan Al-Aradah, Abdulrahman Al-Mahrami, Dr. Abdullah Al-Alimi, and Faraj Al-Buhsani attended in person, while Tareq Saleh and Othman Mujalli joined via video conference. Member Aidarous Al-Zubaidi was absent with excuse.
The meeting, which included Prime Minister Salem Saleh Bin Buraik and the governors of the Republic’s governorates, reviewed recent domestic developments and ways to strengthen coordination among executive authorities in light of current national and regional challenges.
The Council praised the efforts of local authorities in both liberated and non-liberated governorates during the difficult circumstances facing the country. It emphasized that unified decision-making and coordination between the central leadership and the governorates are essential to reinforce state presence, improve services, and advance comprehensive reforms.
Discussions also covered economic and service-related conditions, along with approved plans for managing sovereign and local resources in accordance with the law. The Council stressed the need to enhance revenue collection and spending efficiency, improve public services, and ensure a stable environment for government and Central Bank operations, thereby strengthening international confidence in the state’s reform efforts.
The meeting reviewed ongoing efforts to enhance security and stability, combat terrorism, arms and drug smuggling, and dismantle cells cooperating with the Iran-backed Houthi militia. The Council underscored the importance of coordination between local authorities and security agencies to counter all threats.
The Council urged governors of non-liberated governorates to intensify efforts in supporting and defending citizens under Houthi control, documenting and communicating their suffering, and backing their legitimate aspirations. It affirmed that these governorates represent a vital national depth and a full state responsibility that cannot be neglected.
The Presidential Leadership Council reiterated its commitment to securing the release of humanitarian aid workers and all detainees and forcibly disappeared persons in Houthi prisons. It called on the international community to uphold its responsibilities in addressing grave human rights violations and ensuring accountability for perpetrators.
The Council reaffirmed the state’s duty to defend citizens in Houthi-controlled areas, protect their livelihoods, and alleviate their humanitarian suffering as a constitutional and moral obligation under the Presidential Leadership Council’s program.
The Council also reaffirmed the importance of setting a distinguished example in engagement with international organizations and facilitating their humanitarian and development activities. It emphasized the need to maintain the safe environment established in the interim capital, Aden, and other governorates, to further strengthen confidence in national state institutions.
In conclusion, the Council expressed appreciation for the continued fraternal support of the Kingdom of Saudi Arabia and the United Arab Emirates. It commended their developmental programs and service projects across several governorates, including economic support agreements, fuel aid, and institutional capacity-building initiatives.
The governors presented detailed briefings on the situations in their respective regions, highlighting key challenges and practical proposals to improve service, security, and financial performance in line with government plans and transitional priorities.
The meeting was attended by Dr. Yahya Al-Shuaibi, Director of the Presidency Office and Mr. Hussein Al-Aghbari, Minister of Local Administration.
