The Council praised the efforts of local authorities during the past period despite the difficult economic and humanitarian conditions caused by the terrorist Houthi militia’s war, supported by the Iranian regime.
The Council stressed the importance of coordination among all branches of the executive authority, strengthening governance principles, and adhering to laws regulating the management of public resources. These, it said, form the foundation of the state’s comprehensive reform program.

The Council underscored the need to unify the management of sovereign and local revenues, eliminate illegal levies, and connect all governorates to electronic collection systems. This, it affirmed, would promote transparency, accountability, and ensure that state revenues are used to serve citizens.
It further emphasized strengthening security readiness in the liberated governorates and enhancing coordination among security agencies to confront terrorist threats, dismantle networks linked to the militias, and deter activities that undermine public peace and stability.
The Council renewed its commitment to responsible cooperation with international organizations, facilitating humanitarian operations, and ensuring the safety of aid workers. It affirmed that such cooperation reflects the state’s respect for humanitarian work and appreciation for its vital role in supporting millions of citizens.
The Council also reiterated the government’s commitment to protecting humanitarian personnel and supporting efforts to secure the release of detainees held by the Houthi militia, and deterring their gross violations of human rights.
The Council expressed its appreciation for the continued support from the Kingdom of Saudi Arabia and the United Arab Emirates, particularly for the development and service projects being implemented across the liberated governorates.
The meeting approved a set of urgent measures and recommendations in the financial, service, and security fields, and instructed the submission of periodic reports on compliance and progress in each governorate.
