Speech of His Excellency President Al-Alimi at Emergency Arab–Islamic Summit

In the name of Allah, the Most Merciful, the Most Compassionate,

Your Highness Sheikh Tamim bin Hamad Al Thani, Emir of the State of Qatar,

Your Majesties, Excellencies, and Highnesses,

Honorable Ministers and Distinguished Guests,

Our Arab and Islamic nations stand today at a defining moment, following the condemned Israeli aggression against the State of Qatar, which has crossed all red lines and violated all international laws and norms.

This treacherous assault reaffirms to all that Arab and Islamic security is indivisible, and that the success of peace initiatives is conditional upon the ability to rebalance power equations.

Israel’s expansionist policies and illusions of regional hegemony can no longer be curbed except through collective measures with tangible and cumulative effects.

Your Majesties, Excellencies, and Highnesses,

The continuation of the genocide in Gaza without accountability, and the ongoing assaults on the countries of the region without deterrence, have ultimately emboldened the Israeli occupation to attack the State of Qatar.

In my country, the Israeli occupation continues to destroy the resources of the Yemeni people and target civilian assets, in response to reckless cross-border attacks launched by the terrorist Houthi militias. These militias have militarized the Red Sea and turned Yemen into a battleground on behalf of their sponsors.

The geopolitical challenges we face today prove that expansionist regional states and armed terrorist groups are two sides of the same coin. Both provide pretexts for each other’s expansion, and both seek to undermine the nation-state and inflame regional conflicts.

Therefore, we are called upon today to adopt a broader approach to joint Arab and Islamic action—an approach based on three integrated pillars:

First: A just and comprehensive solution to the Palestinian cause, based on international legitimacy and the Arab Peace Initiative.

Second: Support for the national institutions of our states—politically, economically, and in terms of security—and collective action to combat armed terrorist groups.

Third: Deterring rogue states with expansionist agendas in the region, foremost among them Israel, while strengthening Arab and Islamic integration.

Your Majesties, Excellencies, and Highnesses,

Guaranteeing the sovereignty of stable states and accelerating the path toward an independent Palestinian state necessarily require collective action to assist fragile states.

In this regard, we renew our gratitude to the Coalition to Support Legitimacy in Yemen, led by the Kingdom of Saudi Arabia and the United Arab Emirates, which has stood as an example of Arab solidarity in deterring foreign threats.

We also commend the statement of the Gulf Cooperation Council, which supported the government’s economic and institutional reform measures and affirmed its commitment to Yemen’s security, unity, and stability.

We likewise value the decision of the Arab Economic and Social Council to consider the establishment of a fund for the reconstruction of Yemen.

Your Majesties, Excellencies, and Highnesses,

Despite the existential threats facing the Palestinian cause, Arab diplomacy, under the leadership of the Kingdom of Saudi Arabia, has succeeded in achieving a significant political shift toward international recognition of Palestine.

In this regard, the Republic of Yemen reiterates its welcome of the historic resolution of the United Nations General Assembly supporting the two-state solution, and acknowledges the efforts of brothers and friends led by the Kingdom of Saudi Arabia and the French Republic. We look forward to this resolution being implemented into irreversible and time-bound measures in the near future.

The Republic of Yemen also reaffirms its full support for the Qatari–Egyptian mediation efforts and the Arab Initiative for the Reconstruction of Gaza, which aims not only to address the consequences of destruction but also to thwart plans of displacement.

Finally, we wish every success to this extraordinary summit hosted by our brotherly State of Qatar, in the interest of the unity of our nation, the dignity of our peoples, and their resilience in the face of all threats and challenges.
