
President Al-Alimi Receives Annual Report of National Committee for Investigating Allegations of Human Rights Violations

His Excellency President Dr. Rashad Mohammed Al-Alimi, President of the Presidential Leadership Council, received today, Wednesday, the National Committee for Investigating Allegations of Human Rights Violations, headed by Judge Ahmed Saeed Al-Maflahi, who presented His Excellency with a copy of the Commission’s 13th annual report.
During the meeting, His Excellency the President praised the significant efforts made by the National Committee for Investigating Allegations of Human Rights Violations. He affirmed the commitment of the Council and the government to provide the necessary support to enable the Commission to fully carry out its mandate, including its recommendations to strengthen human rights, security, and judicial institutions that safeguard human rights and enforce the rule of law.
President Al-Alimi expressed his confidence in the National Commission’s progress toward coordinated measures with relevant entities to monitor and document all violations against civilians and to curb impunity, particularly focusing on violations related to the restriction of public freedoms, violence against women, children, journalists, and human rights activists.
His Excellency reiterated his directive to the government and relevant entities to facilitate the Commission's work and the movement of its monitors, and to responsibly address the findings in its reports, as it serves as the nationally and internationally recognized mechanism for conducting professional, impartial investigations and documenting human rights violations.
The Commission’s report, covering the period from August 1, 2024, to July 31, 2025, provides comprehensive documentation of over 3,003 cases of alleged human rights violations across various governorates of the country. These violations distributed across more than 36 categories of abuses, that resulted in 3,766 victims of both genders.
The President received a detailed briefing from the Chairman and members of the National Commission regarding the report and the Commission’s activities over the past period, which included documentation, investigation, inspections of prisons and detention centers, and visits to sites of civilian casualties, as well as the necessary facilitation measures required to fulfill the Commission’s mandate in accordance with relevant national and international laws.
The Chairman and members of the National Commission explained that the total number of violations monitored and documented by the Commission since January 2016, until the issuance of the 13th report, amounted to 32,953 incidents of violations.
According to the new report, since August of last year, the Commission has witnessed testimonies from more than 13,192 witnesses and complainants, including victims, and has reviewed approximately 7,768 documents and records related to the incidents that were investigated and documented.
The report further noted that the Commission addressed a wide range of violations, some of which fall under international humanitarian law and others under international human rights law. It paid particular attention to cases involving the killing and wounding of civilians, the recruitment of children and violations of their rights, the laying of anti-personnel mines, the targeting of medical facilities, forced displacement, enforced disappearance, extrajudicial execution, arbitrary arrest and unlawful detention, the targeting of places of worship and education, and the imposition of sieges on cities to starve civilians.
