A presidential decree on establishing Central Agency for State Security

Today, the President of the Presidential Leadership Council, Supreme Commander of the Armed Forces, issued Decree No. (5) of 2024, on establishing the Central Agency for State Security. In accordance with this decree, the Central Agency for Political Security, the National Security Agency, and other intelligence entities affiliated with the Transitional Council, the Guards of the Republic, and the Giants Forces, shall be merged within the framework of one Intelligence Agency called (the Central Agency for State Security), headquartered in the interim capital of Aden, and may have branches in the governorates of the Republic.
This Agency shall be affiliated with the President of the Presidential Leadership Council and shall be responsible before him for implementing all the tasks and responsibilities stipulated in this decree and shall receive its instructions from the President of the Presidential Leadership Council.
The organizational regulations shall specify the competencies of the Agency’s leadership, the sectors and divisions that formed the Agency and its branches, in addition to the general departments supervised by each sector. The heads of the Political Security and National Security Agencies, along with the merged team formed by the Presidential Leadership Council, with the participation of the office of the President of the Presidential Leadership Council, shall be charged with preparing a scheduled implementation plan to end and complete the integration work within a maximum period of six months from the date of the decree’s issuance.
The decree obligated the Central Agency for State Security to exercise its competencies and tasks stipulated in this decree in a manner that does not prejudice the principle of political pluralism, public freedoms, and human rights, and in a manner that does not conflict with the provisions of the Constitution and applicable laws.
Pursuant to the decree, the organizational regulations for the Agency shall be issued by a decree issued by the President of the Presidential Leadership Council based on a presentation and submission by the integration committee formed by the Presidential Leadership Council. While the head of the Agency shall issue the organizational regulations for the administrative units and security force units of the Agency, as well as standing orders regarding the duties and prohibitions of the Agency’s members and regarding securing its members and headquarters.
The final Article of this decree stipulated that this decree shall be implemented as of the date of its issuance, and it shall be published in the Official Gazette.
