Republican Decree on Formation of Government and Appointment of Cabinet Members

Today, Republican Decree No. (3) of 2026 was issued concerning the formation of the government and the appointment of its members. The text of the decree is as follows:

The President of the Presidential Leadership Council:

- Pursuant to the Constitution of the Republic of Yemen;

- The Gulf Cooperation Council Initiative and its Implementation Mechanism, signed on 23 November 2011;

- Republican Decree No. (9) of 2022 concerning the Declaration of the Transfer of Power and the formation of the Presidential Leadership Council, issued on 7 April 2022;

- Law No. (3) of 2004 concerning the Cabinet;

- President of the Presidential Leadership Council Decree No. (17) of 2026 appointing Dr. Shai’a Mohsen Al-Zindani as Prime Minister and tasking him with forming the government;

And based on the proposal of the Prime Minister and the approval of the Presidential Leadership Council, and in accordance with the supreme national interest;

Hereby decrees:

Article (1):

The government shall be formed as follows:

    1.    Dr. Shaie Mohsen Al-Zindani – Prime Minister and Minister of Foreign Affairs and Expatriates.

    2.    Muammar Motahar Mohammed Al-Iryani – Minister of Information.

    3.    Nayef Saleh Abdulqader Al-Bakri – Minister of Youth and Sports.

    4.    Salem Abdullah Issa Al-Saqtari – Minister of Agriculture, Irrigation and Fisheries.

    5.    Major General Ibrahim Ali Ahmed Haidan – Minister of Interior.

    6.    Tawfiq Abdulwahid Ali Al-Sharjabi – Minister of Water and Environment.

    7.    Mohammed Mohammed Hizam Al-Ashwal – Minister of Industry and Trade.

    8.    Dr. Qasim Mohammed Qasim Baheebah – Minister of Public Health and Population.

    9.    Judge Badr Abdo Ahmed Al-Aradha – Minister of Justice.

    10.    Major General (Staff) Taher Ali Aydha Al-Auqeeli – Minister of Defense.

    11.    Engineer Badr Mohammed Mubarak Basalmah – Minister of Local Administration.

    12.    Muti’a Ahmed Qasim Dammaj – Minister of Culture and Tourism.

    13.    Dr. Anwar Mohammed Ali Kalshat Al-Mahri – Minister of Technical Education and Vocational Training.

    14.    Engineer Adnan Mohammed Omar Al-Kaf – Minister of Electricity and Energy.

    15.    Marwan Faraj Saeed bin Ghanem – Minister of Finance.

    16.    Dr. Afrah Abdulaziz Al-Zouba – Minister of Planning and International Cooperation.

    17.    Salem Abu Bakr Mohammed Thabet Al-Awlaki – Minister of Civil Service and Insurance.

    18.    Judge Ishraq Fadl Al-Maqtari – Minister of Legal Affairs.

    19.    Dr. Adel Abdulmajid Alawi Al-Abbadi – Minister of Education.

    20.    Dr. Ameen Noman Mohammed Al-Qadsi – Minister of Higher Education and Scientific Research.

    21.    Dr. Shadi Saleh Basarah – Minister of Communications and Information Technology.

    22.    Dr. Mohammed Abdullah Ali Bamqa’a – Minister of Oil and Minerals.

    23.    Mohsen Ali Haidarah Qasim Al-Omari – Minister of Transport.

    24.    Engineer Hussein Awad Saeed Al-Aqrabi – Minister of Public Works and Roads.

    25.    Mukhtar Omar Saleh Al-Yafei – Minister of Social Affairs and Labor.

    26.    Mashdal Mohammed Omar Ahmed – Minister of Human Rights.

    27.    Sheikh Turki Abdullah Ali Al-Wadei – Minister of Endowments and Guidance.

    28.    Dr. Abdullah Ali Hussein Abu Hurriya – Minister of State for Parliamentary and Shura Council Affairs.

    29.    Judge Akram Naseeb Ahmed Al-Ameri – Minister of State.

    30.    Abdulghani Hefzullah Jameel – Minister of State and Secretary of the Capital Sana’a.

    31.    Abdulrahman Sheikh Al-Yafei – Minister of State and Governor of Aden Governorate.

    32.    Ahmed Saleh Ahmed Al-Awlaki – Minister of State.

    33.    Dr. Ahd Mohammed Salem Ja’sous – Minister of State for Women’s Affairs.

    34.    Walid Mohammed Mohammed Al-Qudaimi – Minister of State.

Article (2):

This decree shall enter into force as of the date of its issuance and shall be published in the Official Gazette.
