President of Presidential Leadership Council Issues Decree Appointing Two Members to the Council

Today, Thursday, the President of the Presidential Leadership Council issued Decree No. (4) of 2026, appointing Lieutenant General Mahmoud Ahmed Salem Al-Subaihi and Dr. Salem Ahmed Saeed Al-Khanbashi as members of the Presidential Leadership Council.
The text of the decree reads as follows:
President of the Presidential Leadership Council:
- After reviewing the Constitution of the Republic of Yemen;
- The Gulf Initiative and its Executive Mechanism;
- The Declaration of Transfer of Power issued by Decision No. (9) of 2022 and the formation of the Presidential Leadership Council;
- Law No. (119) of 2025 regulating the rules governing the work of the Presidential Leadership Council, the Consultation and Reconciliation Commission, and the Legal and Economic Teams;
- And after reviewing the minutes of the Presidential Leadership Council confirming the vacancy of the seat of Aidarous Al-Zubaidi, referred to the Public Prosecutor on charges of high treason pursuant to Council Decision No. (1) of 2026, and confirming the vacancy of the seat of Faraj Salemeen Al-Buhsani due to his permanent medical incapacity and his breach of constitutional duties, resulting in the revocation of his membership pursuant to Presidential Leadership Council Decision No. (3) of 2026;
- And after reviewing the minutes of the Presidential Leadership Council regarding the selection of candidates for the two vacant seats on the Council;
It is hereby decreed:
Article (1): Lieutenant General Mahmoud Ahmed Salem Al-Subaihi is hereby appointed as a member of the Presidential Leadership Council.
Article (2): Dr. Salem Ahmed Saeed Al-Khanbashi is hereby appointed as a member of the Presidential Leadership Council, while retaining his position as Governor of Hadhramaut Governorate.
Article (3): This decree shall enter into force as of the date of its issuance and shall be published in the Official Gazette.
