
President Al-Alimi Affirms the State’s Commitment to Strengthening Human Rights Institutions and Enforcing the Rule of Law

His Excellency President Dr. Rashad Mohammed Al-Alimi, President of the Presidential Leadership Council, received today, Tuesday, the National Commission to Investigate Alleged Violations of Human Rights (NCIAVHR), headed by Judge Ahmed Saeed Al-Maflahi. Judge Al-Maflahi presented to His Excellency a copy of the Commission’s twelfth annual report.
During the meeting, His Excellency the President commended the significant efforts undertaken by the NCIAVHR across various governorates.
The President of the Presidential Leadership Council affirmed the commitment of both the Council and the government to provide the necessary support to fulfill the Commission’s mandate, including strengthening the human rights, security, and judicial institutions that guarantee human rights and enforce the rule of law.
President Al-Alimi expressed his confidence in the National Commission’s progress toward coordinated measures with relevant entities to monitor and document all violations against civilians and to reduce instances of impunity, including violence against women, children, journalists, and human rights activists.
His Excellency the President reiterated his directive to the government and relevant entities to facilitate the work of the Commission and the movement of its monitors, and to responsibly address the findings in its reports, as it serves as the nationally and internationally recognized mechanism for conducting professional, impartial investigations and documenting human rights violations.
The report of the National Commission for Investigating Alleged Human Rights Violations, covering the period from August 1, 2023, to July 31, 2024, provides comprehensive documentation of approximately 3,055 cases of alleged human rights violations across various governorates of the country. These violations span more than 36 different types, resulting in 13,028 victims of both genders.
The President received a detailed briefing from the Chairman and members of the National Commission regarding the report and the Commission’s activities over the past period. This included efforts in documentation, investigation, referrals to the judiciary, inspections of prisons and detention centers, and visits to sites of civilian casualties. Additionally, the briefing addressed the necessary facilitation measures required to fulfill the Commission’s mandate in accordance with relevant national and international laws.
The Chairman and members of the National Commission explained that the total number of violations monitored and documented by the Commission since January 2016 until the issuance of the twelfth report amounted to 29,701 incidents, resulting in 63,772 victims.
According to the new report, the Commission monitored, documented, and investigated 694 incidents of killings and injuries among civilians, 126 alleged cases of recruiting children under the age of 18, 17 alleged incidents of attacks on and damage to cultural and historical properties, and 3 alleged cases of targeting medical facilities and personnel.
The report noted that the Commission concluded investigations into 165 incidents of collective and individual forced displacement, over 655 cases of arbitrary detention and enforced disappearances, and 128 incidents of anti-personnel mine explosions, resulting in 52 fatalities—most of whom were women and children. Additionally, the report documented 22 cases of home demolitions, attributing this type of violation solely to the Houthi terrorist militia.
The report further documented numerous violations related to attacks on freedom of opinion and expression, torture, inhuman or degrading treatment, and extrajudicial killings.
