President Al-Alimi Announces Launch of Military Operations to Restore State Authority Nationwide

President Dr. Rashad Al-Alimi, President of the Presidential Leadership Council (PLC) and Supreme Commander of the Armed Forces, announced today, Sunday, the launch of military operations to restore the remaining territory of the Republic and extend state authority and its institutions across the country.
He affirmed that the country was moving from a phase of preparation and readiness to a phase of liberation, after all opportunities for de-escalation had been exhausted.
In an address to the Yemeni people, President Al-Alimi said: “In fulfillment of our constitutional responsibility to protect the sovereignty of the Republic and its citizens, and based on the decisions of the National Defense Council, and following the completion of all necessary procedures and measures, I announce today the launch of military operations to restore the remaining territory of the Republic. The operations aim to extend the authority of the state and its institutions across the country.”
He added that he had directed the armed forces, security forces, and all military formations to begin carrying out their assigned missions in accordance with approved plans, until the country is liberated from the grip of the terrorist Houthi militias.
President Al-Alimi stressed that the decision to launch the operations came after the state had given peace all the time and opportunities it deserved. The militias, however, responded to de-escalation efforts with further mobilization and escalation, expanding their attacks and threats against civilians, national facilities, neighboring countries, and international waterways.
He said the state was now assuming its national responsibility to confront the Houthi militias after all opportunities for de-escalation had been exhausted. He stressed that the continued presence of weapons outside state authority poses a threat to the security of citizens, the sovereignty of Yemen and the region, and international maritime routes.
President Al-Alimi stressed that the battle was not a war against the people of Sana’a, Saada, Hodeidah, Amran, Dhamar, Ibb, or any other governorate. Nor was it a war against any sect or tribe. Rather, it is “the battle of the state for its citizens and to restore its institutions, correct the mistakes of the past, and prevent the will of its people or their political future from being seized by force of arms.”
Addressing citizens in areas forcibly controlled by the militias, he said: “You are not the target of these operations. Rather, your security, rights, and dignity are among their foremost objectives.” He called on them to stay away from military sites and gatherings and militia supply routes, and to protect their children from being drawn into the fighting.
At the same time, he renewed the state’s commitment to safe return and the announced amnesty. He stressed that the door would remain open to anyone who lays down their arms, ceases fighting alongside the militias, and returns to his family and homeland in accordance with the announced procedures.
President Al-Alimi directed the armed forces, security forces, all military formations, and the popular resistance to strictly adhere to the law and protect civilians, honor, and property. He stressed that the mission “is not merely to restore the land, but to restore the state to it.”
Addressing the armed forces, he said: “No revenge, no retaliation, no attacks on the innocent, and no harm to citizens’ property. Every Yemeni home is a trust, every citizen is a responsibility, and every city you restore must feel, from the very first moment, that it has returned to the state, free from oppression, injustice, and racism.”
Alongside the military operations, President Al-Alimi announced that he had directed the government to prepare a parallel action plan to ensure that state institutions immediately begin exercising their responsibilities in every city, district, and governorate as they are restored to state control.
He explained that the priorities would include, with the support of brothers and friends, resuming the payment of state employees’ salaries and settling their outstanding dues retroactively. They would also include launching an urgent recovery and reconstruction program, repairing damaged roads, electricity and water networks, and public facilities. The measures would further seek to create conditions for the return of displaced persons and the resumption of economic activity.
He stressed that restoring territory would not mark the end of the mission, and that the success of the battle would not be measured by the number of cities restored. But by the number of citizens who regain security, families who return to their homes, and measures taken to prevent a return to practices of killing, oppression, and the suppression of the people’s will.
President Al-Alimi also reaffirmed the state’s full commitment to the outcome of the South-South dialogue sponsored by the Kingdom of Saudi Arabia, in a manner that ensures a just and comprehensive resolution to the southern issue. He affirmed the state’s commitment to honoring the enormous sacrifices made by the southern governorates and their people throughout the years of war.
President Al-Alimi expressed special appreciation and gratitude to the Kingdom of Saudi Arabia, commending its support for Yemen during its darkest moments. He appreciated its role in helping state institutions withstand the crisis and alleviating the suffering of the Yemeni people, as well as its hosting of millions of Yemenis from across the country.
“The Yemeni people will preserve these positions in their national memory forever, just as they have throughout their history remembered everyone who stood by them in times of hardship,” he said. He stressed that the Kingdom would remain an authentic partner in Yemen’s and the region’s shared destiny, security, stability, and peace.
President Al-Alimi called on all brothers, friends, and international partners to stand with Yemen, its armed forces, and national institutions in ending the threat, and to support humanitarian, economic, and relief efforts. He called on them to support recovery and reconstruction programs in areas returning to state authority.
He affirmed that, with the sincere support of the Coalition to Support Legitimacy, the state is exercising its responsibility to protect its people, restore its institutions, and safeguard waterways. He stressed that the positions taken by brotherly and friendly countries at such critical moments not only shape the present but remain long in the memory of peoples.
“In this context, he said: “Hostilities are known, but what peoples never forget is who stood by them when they needed support, and who chose silence when their position was necessary.”
President Al-Alimi said Yemenis had waited a long time for this decisive day, marking the beginning of a defining phase “in which the state restores its territory and institutions, the citizen regains his rights, and weapons return to their natural place under the authority of law.”
He announced that all state institutions, military, security, and civilian, would, from this moment onward, remain on full alert until the mission is accomplished and victory is achieved. He said this would be achieved with God’s help, the valor of the armed forces, the solidarity of the Yemeni people, and the support of brothers and friends.
