In the Name of Allah, the Most Gracious, the Most Merciful

Allah Almighty says: “If Allah helps you, none can overcome you; but if He forsakes you, who is there after Him that can help you? And in Allah let the believers put their trust.”

My fellow great Yemeni people,

A few days ago, from the podium of September 26, I addressed you on a clear and disciplined course to prepare for our national battle, including the declaration of general mobilization and opening the door for a safe return. We made clear that the state’s responsibility and objective are to restore its institutions, protect its people, and end the long years of war and suffering caused by the rogue Houthi militias.

Today, I address you as we move from the stage of preparation to the stage of action.

At the outset, I wish to extend my thanks and appreciation to our great Yemeni people, both at home and abroad, and to the heroes of our Armed Forces, security services, and popular resistance, for their courage and steadfastness. I wish to extend my appreciation for the sacrifices they have made in every city and village and across all fronts of the homeland.

Their resilience and commitment to the state-building project have been a source of determination and confidence as we move forward in the battle to restore state institutions and end the suffering of our people.

I also extend my thanks and appreciation to the House of Representatives, the government, local authorities, political and social forces, everyone who responded to the declaration of general mobilization, and everyone who answered the call for a safe return. For everyone who chose, at this decisive moment, to stand with their homeland, state, and people.

The state has given peace all the time and opportunities it deserved and has made considerable sacrifices for that purpose. Yet the Houthi militias have once again chosen to interpret restraint as weakness and respond to every opportunity for de-escalation with further mobilization and escalation.

Over the past few days, the militias have sent more deceived fighters to the fronts, dragged children from classrooms into the fires of war, and intensified their attacks, abductions, and threats against innocent civilians. They have targeted displaced persons’ camps, cities and national facilities, neighboring countries, and international waterways. They have also continued to loot public and private property, turning areas under their control through brute force into a human reservoir for war and national resources into fuel for it.

Our position today, therefore, is to assume our national responsibility to confront the Houthi terrorist militia, after all opportunities for de-escalation have been exhausted. Weapons remain outside state authority, while the terrorist threat to the state’s sovereignty, the security of citizens, the region, and international maritime routes continues.

My great people,

In accordance with our constitutional responsibility to protect the sovereignty of the Republic and its citizens, and pursuant to the decisions of the National Defense Council, and after completing all necessary procedures and measures, I announce today the commencement of military operations. The operations aim to restore the remaining territory of the Republic and extend the authority of the state and its institutions across the entire national territory.

We have directed the Armed Forces, security services, and all military formations to begin carrying out their assigned missions in accordance with approved plans, until the country is liberated from the grip of the terrorist militia.

I reaffirm to you that this is not a war against our people in Sana’a, Saada, Hodeidah, Amran, Dhamar, Ibb, or any other governorate. Nor is it a war against any sect or tribe.

This is the state’s battle for its citizens and to restore its institutions, correct the mistakes of the past, and prevent the will or political future of its people from being seized by force of arms.

At this pivotal moment, on behalf of myself and my brothers, the members of the Presidential Leadership Council and the government, I reaffirm the commitments set out in our previous address. These commitments include full adherence to the outcome of the southern-southern dialogue, sponsored by our brothers in the Kingdom of Saudi Arabia. This will ensure a just and comprehensive solution to the southern issue.

We have said that the southern governorates have borne the burdens of war, displacement, and economic pressures and have made enormous sacrifices. These sacrifices will remain enshrined in the national memory as a testament to the awareness of their people of the grave danger facing all of us.

We must honor those sacrifices and the great acts of heroism for which they stand.

I also say to our people in areas that remain under the control of the militias by force of arms: you are not the target of these operations. Rather, your security, rights, and dignity are among their foremost objectives.

Stay away from military positions and gatherings and the militias’ supply routes. Protect your children from being dragged into the fighting. Cooperate with the Armed Forces and security services as they advance to liberate your areas and when they reach you.

I also reaffirm that our commitment to the safe-return initiative and the declared amnesty will remain open to anyone who lays down their arms, ceases fighting in the ranks of the militias, and returns to his family and homeland in accordance with the announced procedures.

Heroes of our Armed Forces, security services, all military formations, and the popular resistance,

The homeland today places a historic responsibility in your hands. As we have repeatedly said, your mission is not merely to retake territory, but to restore the state to it.

Wherever you advance, let your conduct embody the Republic for which we are fighting: the rule of law, discipline, honor, mercy toward civilians, and the protection of people’s lives and property.

There must be no vengeance, no retaliation, no attacks against innocent people, and no violations of citizens’ property.

Every Yemeni home is a trust. Every citizen is a responsibility. Every city you restore must feel, from the very first moment, that it has returned to the state and been freed from the yoke of oppression, coercion, and racism.

My great Yemeni people,

The daily reports we receive of the numbers of people the terrorist militias are sending into the fires of death, and of the suffering of detainees, displaced persons, and the hungry, break our hearts and place upon all of us the responsibility of ending these crimes against our people.

Therefore, restoring territory will not mark the end of our mission. Wherever state institutions return, life will return with them.

We have directed the government to prepare a work program to run in parallel with the military operations, so that state institutions can immediately resume their responsibilities in every city, district, and governorate as it is restored.

With the support of our brothers and friends, our foremost priorities will include resuming the payment of state employees’ salaries, including settling their outstanding entitlements retroactively. We will also launch an urgent recovery and reconstruction program, repair roads, electricity and water networks and damaged facilities. We will create the conditions for the return of displaced persons and the resumption of economic activity.

Every city restored by the state will, God willing, enter a phase of stability, recovery, and reconstruction. Every resource returned to state control will resume its natural function: paying salaries, supporting schools, and providing services—not fueling another war.

Our brothers, friends, and partners in the international community,

At this national moment, we cannot but express our profound gratitude to our loyal brothers in the Kingdom of Saudi Arabia—its leadership, government, and people—who have stood by Yemen during its darkest hours.

Their comprehensive fraternal support has contributed to the resilience of state institutions and alleviated the suffering of our people. The Kingdom has also remained a second home for millions of Yemenis who have found its doors open to work, live, and seek security.

The Yemeni people will preserve these positions in their national memory forever, just as they have throughout their history remembered all those who stood by them in times of hardship.

They will continue to regard the Kingdom as an authentic partner in Yemen’s and the region’s shared destiny, security, stability, and peace.

Today, we look to all our brothers and friends in the international community to stand with Yemen, its Armed Forces, and its national institutions; help end the threat; and support humanitarian, economic, and relief efforts, as well as recovery and reconstruction programs in areas returning to state authority.

Yemenis have chosen peace whenever it was possible and have endured immense suffering for its sake. Today, their state, with the sincere support of the Coalition to Support Legitimacy, is exercising its responsibility to protect its people, restore its institutions, and safeguard waterways on behalf of the entire world.

At such turning points, positions do not merely shape the present; they remain in the memory of peoples for a long time.

Hostilities may be known, but what peoples never forget is who stood by them when they needed support, and who chose silence when a stand was needed.

My great Yemeni people,

Your Armed Forces and their brave heroes have performed exceptionally well. We therefore know today exactly the path to victory and the magnitude of the responsibility we bear before Allah, before you, and before future generations.

We will not measure the success of this battle by the number of cities we retake, as the militias do. Rather, we will measure it by the number of citizens who regain their security, the families who return to their homes, and the measures put in place to prevent a return to the bitter past of killing, oppression, and the confiscation of our people’s will.

Yemenis have waited a long time for this decisive day—the day on which we begin together a defining new chapter in the history of our nation.

It is a chapter in which the state restores its territory and institutions, citizens regain their rights, and weapons return to their rightful place under the authority of the law.

Therefore, from this moment onward, all state institutions—military, security, and civilian—will remain on full alert until the mission is accomplished.

Victory will be achieved with the help of Allah, the valor of our forces, the solidarity of our people, and the support of our brothers and friends.

We ask Allah to protect our people, guide the aim of our forces, spare civilians all harm, and restore security and stability to Yemen.

Mercy and eternal peace be upon our righteous martyrs.

Healing for the wounded.

Freedom for the detainees.

Long live Yemen and its proud, free people.
