Republican Decree Declaring a State of Emergency

Today, a Republican Decree was issued by His Excellency Dr. Rashad Mohammed Al-Alimi, President of the Presidential Leadership Council, Supreme Commander of the Armed Forces, declaring a state of emergency throughout all territories of the Republic. It shall be effective from Tuesday, 30 December 2025, for a period of 90 days, renewable.

The text of the decree reads as follows:

President of the Presidential Leadership Council,

- In accordance with the Constitution of the Republic of Yemen;

- The Gulf Initiative and its Executive Mechanism;

- The Decision Announcing the Transfer of Power and the Formation of the Presidential Leadership Council;

Pursuant to the powers vested in us under the Constitution, and in accordance with Article (1), paragraph (7-h) of Decision No. (9) of 2022; 

In the interest of safeguarding the security of all citizens; affirming commitment to Yemen’s unity, sovereignty, stability, and territorial integrity; and out of necessity to confront the ongoing coup against legitimacy since 2014 and the internal strife led by mutinous military elements that received orders from the United Arab Emirates to move militarily against the eastern governorates with the aim of dividing the Republic of Yemen, and in light of the grave violations committed against innocent civilians,

We hereby issue the following declaration:

First: A state of emergency is declared throughout all territories of the Republic, effective from Tuesday, 30 December 2025, for a period of 90 days, renewable.

Second: All forces and military formations in the governorates of Hadhramaut and Al-Mahrah shall fully coordinate with the Coalition to Support Legitimacy, represented by the Kingdom of Saudi Arabia, and immediately return to their original positions and camps without any engagement, handing over all sites to the Homeland Shield Forces.

Third: The governors of Hadhramaut and Al-Mahrah are granted full authorities to manage the affairs of their respective governorates and to fully cooperate with the Homeland Shield Forces until they assume control of the military camps.

Fourth: An air, sea, and land ban is imposed on all ports and border crossings for a period of 72 hours from the date of this declaration, except for movements authorized and permitted by the leadership of the Coalition to Support Legitimacy.

Fifth: All state agencies shall comply with and implement this declaration.
