In the name of Allah, the Most Gracious, the Most Merciful

Praise be to Allah, who said in the Holy Quran:

“And if We had decreed upon them, ‘Kill yourselves’ or ‘Leave your homes,’ they would not have done it, except for a few of them.”

Your Excellency President Abdel Fattah El-Sisi, President of the Extraordinary Arab Summit,

Your Majesty King Hamad bin Isa Al Khalifa, President of the 33rd Arab Summit,

Your Majesties, Excellencies, and Highnesses,

Your Excellency Secretary-General of the Arab League, Ahmed Aboul Gheit,

Distinguished Guests,

At the outset, I would like to extend my sincere congratulations on the advent of the blessed month of Ramadan, praying that Allah grants our nations and peoples—foremost among them the Palestinian people—the peace, security, stability, and development they aspire to.

I also extend my deep gratitude and appreciation to our brothers in the Arab Republic of Egypt, led by my brother, His Excellency President Abdel Fattah El-Sisi, for hosting this extraordinary summit.

Your Majesties, Excellencies, and Highnesses,

The convening of this extraordinary summit holds significant strategic implications, reflecting Arab unity in responding swiftly to the intertwined challenges and issues facing our nation. This summit follows the tireless efforts of our brothers in the Kingdom of Saudi Arabia, who have worked over the past months to organize such urgent meetings, mobilize Arab and Islamic positions in support of the Palestinian people, and advocate for their just cause at a critical moment filled with existential threats.

Your Majesties, Excellencies, and Highnesses,

Since October 7th, unfolding events have provided us with undeniable facts and lessons that must guide our approach to regional issues.

Foremost among these facts is that there is no alternative to a just solution for the Palestinian cause as a fundamental pillar for establishing a regional order based on peace, stability, and development—an order that eliminates hotspots of chaos and destruction.

The developments have also reaffirmed that Palestine remains the central cause of Arab nations and peoples an that confronting the expansionist ambitions of the occupation cannot be achieved through mere slogans or reckless adventures but through a collective strategic vision. This vision must support a unified Palestinian stance, strengthen cooperation, and build global alliances to enforce international legitimacy resolutions and safeguard our peoples’ interests and comprehensive national security.

We have witnessed how opportunistic factions and groups that sought political or security gains from the ongoing war and Palestinian suffering have now faded from the scene when the conflict reached a decisive stage. These entities disappear when it comes to sharing the burden, grief, and losses. Meanwhile, the official Arab stance and diplomatic approach—rooted in integration and pragmatism—have been at the forefront of efforts that led to halting Israel’s war machine in Gaza and pressing to end aggression against Lebanon.

From this platform, we reaffirm the unwavering stance of the Republic of Yemen in supporting the Palestinian people and their legitimate right to establish a fully sovereign state in accordance with international resolutions and the Arab Peace Initiative. We categorically reject forced displacement, settlement expansion, and the starvation policies imposed on the Palestinian people, who continue to resist these injustices with unwavering resilience and steadfastness.

Additionally, we fully support the stances of our Egyptian and Jordanian brothers and endorse the Arab Recovery and Reconstruction Plan at all its stages. We call for mobilizing regional and international financial support to implement it in partnership with the Palestinian people and their legitimate authority, accelerating its execution to thwart the Israeli far-right’s efforts to render Gaza uninhabitable.

Your Majesties, Excellencies, and Highnesses,

In the Republic of Yemen, we welcome the new leadership in the Republic of Lebanon under President Joseph Aoun and extend our greetings to the newly appointed leadership of the Syrian Arab Republic, represented by President Ahmed Al-Shara’a.

We sincerely look forward to Arab and international support for these two brotherly countries, enabling them to become successful models of political transition that preserve social peace, affirm state sovereignty, and uphold their exclusive right to decide matters of war and peace—while also fostering economic development as a source of stability for the Arab and regional security framework.

Your Majesties, Excellencies, and Highnesses,

Contrary to expectations of potential de-escalation by the Iranian regime, Tehran is intensifying its investment in the Houthi militias to compensate for its losses in Lebanon and Syria. This exacerbates the suffering of the Yemeni people, perpetuates crises and conflicts, fuels cross-border terrorist attacks, drains Arab resources, and militarizes vital waterways.

Therefore, we reaffirm that the success of any political approach toward achieving comprehensive and sustainable stability hinges on eliminating Iran’s destabilizing influence and adopting a collective strategy to end armed conflicts. It is imperative to strengthen the Arab coalition’s role in countering the Houthi threat and to support the decision—effective as of today—to designate the Houthi militia as a terrorist organization.
